Notice: I'm only putting this forward for the antagonist character, anyone else is welcome to try and take it, I'll step aside for a more crazy-ass maniac any day.

Description: James Tenniman was a life-time member of New York City's Police Bomb Squad, until a fateful meeting with an intricate explosive device in 1999, in which three other officers were declared dead at the scene. Tenniman's body was never found, and it was assumed he was vaporized by the blast, leaving no remains. In reality, James survived the blast, with only a few cuts and scrapes; by a lucky chance, another officer threw him away from the blast in time to take the brunt of the explosion.
Insane and vengeful for the botched police report that blamed the bomb squad for failing to defuse the device in time, the legally dead Tenniman has dedicated himself to bringing his own definition of 'justice' to the NYPD. While holding no ill will against most street cops, he has a particular grudge against superior officers and 'bureaucrats.'
