Is sending a private message in this forum sending and email?

Suggestion: Having a guide for new comers (like me) to see all the rules in.

Well, many of the new people ask this question. You have to post a certain number of times or be on for a day or something before you can PM to prevent spammers is the reason I think. Well if anyone has exact numbers please post them for my reference too.

Edit: No, they're two different buttons, one for sending emails -if the user allows it- and the other is for sending PMs.

You can click on the user's name you want to PM and you will be able to use "Send pm to user" command. Or in the top right corner where you can see your incoming messages.

Click the person's name and there will be a drop-down menu. In there will be a link that says 'send <insert name of member here> a private message.
Click that and it will take you to a message window where you need to type a subject, then the actual message. Then click send.

Hey, I have to keep refreshing the page. Whenever I log in, it goes back to the not logged in homepage, then I have to hit F5 and it goes to the logged in homepage. Whenever I go to the User CP, I have to keep refreshing the page or else it won't stay up to date. I'm not sure why this is happening, it didn't use to happen, please inform me if I haven't already informed you.
