June 2015, The Twilight of Post-Modern Era: The United States Government nears bankrupty, with trillions upon trillions of loan that it cannot, and many say, can never repay. As a result, every service under the control of the U.S Government suffers under budget cuts, including the armed forces, the police, firefighters, the civil administration, grassroots organisations, government schools. Crime rose; gangs and syndicates fought wars with the police on the streets. Illiteracy was measured to have increased, and projections were unoptimistic. Businesses were strained wtihout proper government support-the sky-high crime rate certainly did not help.
However, the United States wasn't the only nation that had fallen into hard times. The European Union and Russia suffers through the same fate. Though their problems were newer, it was only a matter of time before it drops into the same pool as the U.S. Along with the U.S, many countries were dragged down by the economic crisis. Years down the road, they would be suffering as the U.S did. These were tough times, and many believed that democracy and capitalism had run its course, that, like communism, like feudalism and the monarchy, the most recent system would be consigned to the history books, and a new system put in its place. It was not to be.
While it can be said that all nations had suffered, China was largely the only country that could be said to have seen an inkling of positive development. With the U.S. and European nations removed as superpowers, China remained the only country with that distinction still standing. Although they were buffeted by environmental problems, corruption and population issues, their economy continued to flourished, and their culture reaches a golden age. The Sinosphere was all-encompassing. Chinese as a language became far more important. Their word was largely law. Under the shadow of this giant, Southeast Asia and South Asia suffered. China became more aggressive in its claim to disputed territory. War with the Asean nations and Indian alliances became imminent.
In this grim, dark world, memories of the Mayan apocalypse was but a far memory, a joke of the good ol' times, when things were not as bad. It was certainly an epilogue to a more innocent time, when a certain discovery was made...
January 2017, Prologue of the Khans: A group of NEOs (Near-Earth Objects) were discovered by the astronomy community. The results were inconclusive, known throughout the world, and very controversial. They were calculated to make a direct impact on Earth within three years. The chances of just a single NEO was astronomical, much less an entire group of them. Moreover, it was detected late in its flight path, something which brought much criticism to the discovery, with many theorising that it could be a flawed observation. The NEOs were meteorites, but were barely visible in any form, lending credence to the discovery as a sham at most, or mistake at least.
This new discovery was hardly shocking to a world numbed by suffering of its own making. While most governments throughout the world did not respond to this flimsy discovery, many spoke of the end times. The 'living at the present' mentality was on the rise, if it wasn't already on the rise in the last ten years. Businesses foiled, and crime increased. Anarchy was on the rise. In the United States, the government was barely maintaining control. There were some people who built bunkers and fallout shelters in anticipation of the end times, withdrawing from the dying world of civilisation around them into mountains, the wilderness, or merely just below the basement of their suburban home.
April 2019, Near the End: As the world continues in its struggle for the peace of old once again, Khan 1-21 (as they were so dubbed by scientists), with only a year left until their supposed impact, was detected with greater clarity, despite their near-invisible profile. What was once a study that was fingered as a sham or a hopeless mistake was brought back into the light, though it was too little, too late. As news of the imminent impact was brought into the public consciousness through leaks and misguided directions, the world was thrown into anarchy. Few countries could boast even a minimally stable society.
Only China, and a few others, was able to keep its population in order, and start plans to safeguard the country against the meteorites. With half the scientists who discovered Khan 1-21 at their disposal, they started rush-producing missile defence systems and repurposing many of their silos for the day when the Khans would strike. The U.S and pretty much nearly the entire world, however, weren't as fortunate. The U.S, already in its death throes, with entire cities falling into disarray and total anarchy, with what little government administrators, forces and peacekeepers holed up, could only do a miniscule fraction of what China did.
The most that many of the nations could do was to prepare for the end times. In addition to the many shelters built by civilian hands, the governments of the world began rush-building underground vaults to hold as many of their populations as possible. Some were destined to fail completely, while others to fail eventually. Some would succeed, and some would thrive.
January 2020, start of 'The Year of Hell', or 0 AK (After-Khan): And so it came to pass that God threw down 21 pebbles to judge the world. The path of the Khans were closer to the equator, with few that deviated from that path of destruction. China was able to intercept two of the Khan meteorites falling into their airspace, but with all their preparations and rush-jobs, they could not stop one of them from impacting their country. Even then, they were the lucky ones, for all other nations weren't as lucky. Of the 21 meteorites, 2 were intercepted by China, and only another two were ever intercepted. The European Union and United States, in scrounging what little resources they have together, were able to direct enough ICBMs to destroy one meteorite each. The rest of the 17, however, brought the world into chaos.
Earthquakes and Tsunamis rocked the world, enfolding the already chaotic world with another blanket of chaos. Cities fell, reduced to their stumps. Humanity, in their collective bated breath as they raped, pillaged, hid and waited for death, was culled with billions of lives extinguished all at once. Dust and smoke was thrown up into the sky, forming dust storms on the worst days and cloudy, sunless winter-like fallout on the best of days.

January 2021, start of 'The Purgatory Era', or 1 AK (After-Khan): It would seem like humanity, with its story of rise and fall, was soon to be extinct. Fate and destiny however, would say that it was not to be, for humanity is stubborn. Despite scientific projects, the end times weather abated quickly, and the worst of the fallout and dust storms subsided within a year. With all infrastructure and civilisation destroyed, there were few scientists to speculate why this was so. Many would say 'so it goes'.
The After-Khan era is in the making, with many a survivors climbing back out from their hole, and still more ever-roaming around the devestated terrain, ready to claim territory once again and rebuild civilisation, whatever form it would take. In this new world, the great powers of old had fallen, and new ones were slowly emerging after a year of sleep.
The United States government had risen from the ashes of the global disaster in the capital of the U.S, Washington D.C, from some of the great vaults that were built to preserve it. In doing so, the administration had entered a brave new world, but it was not without its challenges, that is, though it was not known if the bottomless loan the U.S government owed to China was still in effect or not.
During the strike of Khans 1-21, President Barack Obama and some of his staff was touring the country, or what remained of it. News of his whereabouts was non-existent. During the meteorites strike however, one of the presidential candidates made it to safety. Due to this unique circumstance, with the people of the U.S cut off from each other, she was allowed into office by the remaining government officials and surviving populace locked away in the underground vaults, based on the optimism in her favour in Post-Modern times. President Katherina Polovsky however, was inexperienced compared to the veteran President, or Ex-President Barack Obama.
While President Katherina’s leadership was adequate, adequacy would not see the country through. Upon emerging into the wastes, there was only the hell of the surface to greet them. While some of the survivors greeted the return of government with tears of joy and happiness, groups of looters, raiders and bandits had long formed, bringing further suffering to the people of the U.S. So drastic was the situation that there were many cases of cannibalism and brutality unheard of when the federal government first came up.
Wars were fought, and much of the capital city came under the control of the federal government. It was not without costs however—what remained of the U.S army was barely holding onto held territory. Supplies were limited. The rest of the U.S.A however, would be another story… This is where you come in, poor soul in America. Whether you were a loyal soldier of these suffering lands, or a civilian trying to get by, or a tourist, or foreigner stuck in a strange land when the meteorites struck, fate had something in store for you. Or does it?
So, basically, you play as either a soldier or drafted civilian (some of whom were drafted on the spot) who were put under the command of Captain Jake Colbourne, whose mission was to head east and serve as advance scout for federal government forces, as the government’s agenda was to retake territories all the way to Chesapeake Bay, to gain a coastline advantageous to the national campaign.
As the nation emerged from the 4 government vaults in the D.C area, there were only 8000 survivors. Recent expansion campaigns have seen civilian vaults and private shelters opened and rescued, raising the new America’s population up to 30,000. Most of them, however, were civilians, government administrators, survivors. The army numbered around 1000. As such, the draft was in effect, and it was amended to finally bring women into the fold. Police and security forces were given the same functions as the army. Even survivors who were not citizens were quickly given citizenship and assimilated.
You could play as anyone, in other words, and they would start out at the fringe of government controlled Washington D.C, to go on their mission. The mechanics would be simple. Captain Colbourne would be GMPC, there might be NPC squadmates if there isn’t enough people. Random events would happen, and sometimes they can be directed at specific characters, including PCs. For example, guns jamming and chamber explosions. You don’t powerplay NPC enemies or PCs not of your own, and any carelessness on your part would be dangerous—your character is very much a mortal in a very fatal environment. Also, while this is a 'military' RP, it is far more than just that. You don't have to resort to violence. Military is just a theme, and soldiers don't shoot all the time. This is also a Post-Apocalyptic RP, so of course, other works in that genre would come into mind. Expect weirdness along with factions, politics and a grim dark (as if the last one isn't clear enough :D) environment with plenty of black humour. Rules? Just be sensible. I will try to be nice, but don’t do anything mean and stupid.

We, as part of the Phoenix Expeditionary Company, are tasked with the duty of contacting rallying isolated communities and forces of the U.S and reminding those god-forsaken sons of bitches which flag they are supposed to fly!”

We are to contact the communities along the highway, and reach the Naval Academy at Chesapeake Bay. Write it down if you can’t remember with your shellshocked, regressed, piece of shit monkey brain!”

This handbook is a compilation of latest facts and practices as recommended by the highest echelons of the U.S military. Said facts and practices are based on hard data gathered by short-penetration recon teams, scientific projections and military experience.
Possible Dangers to Expect Outside of Federal Government-Held Territories (hereby abbreviated as FGHT or colloqually as 'Fight')
Any unit operating outside the borders of territory maintained by the Federal Government will likely face increased environmental hazards, due to the lack of organisation required to clear rubble, map safe passages and condemn buildings. Expect increasingly dangerous terrain, and proceed cautiously with increased group coordination to signal out such dangers. Also, due to the nature of the Khan impacts, be prepared for anything from radioactive and toxic hazards, to unexpected ground formations.
Due to the breakdown of society before, during and after the Khan impacts, expect increased criminal activity in the societies surrounding FGHT, or the lack of society thereof. There will likely be increased concentration of looters and gangs outside of FGHT. Beyond looters and gangs, expect the average U.S citizen to be just as dangerous. Proceed with caution in dealing with them. Maintain large numbers and tight group formations unless situation dictates otherwise.
With human civilisation reduced, expect larger presence of animals, though the number of carnivores known to prey on humans are below estimates, likely due to the fallout from the meteorites. However, the effect of global reduction in food sources have forced carnivores that normally prey on smaller animals than humans to start hunting humans. With starvation common, such animals will be highly aggressive and persistent. Maintain large numbers and tight group formations. Always expect an ambush, so a circle or square formation is ideal in a wild area.
Attrition by lack of supplies is another great danger that is hugely underestimated. With the infrastructure to procure fresh resources gone, both basic necessities such as food, water and shelter and mission-important necessities such as equipment, weapons, ammunitions and fuel would be scarce if not impossible to procure. Unless the unit doubles back to FGHT, there will be little to no chance of resupply. Given the circumstances, soldiers are authorised to scavenge for supplies and live off the land, but must maintain discipline and not break any laws the U.S is governed by. E.g: Do not pilfer the property of U.S citizens. Excess supplies or supplies scavenged by orders must be surrendered to the nearest Quartermaster. If local societies are encountered, soldiers are authorised to buy supplies, but is not authorised to sell military-issued supplies. Soldiers are authorised to confiscate supplies from hostile forces.
