The Year is 170 ASC, Avatar Korra is occupied in Republic City with the uprising of the Equalists.
Meanwhile Ba Sing Se faces its own problem, an alarming number of citizens have lost their lives in the past months. Autopsy reports have confirmed blood bending to be the cause of death in many of the cases. The Dai Li started an investment towards finding the murderer that had been terrorising the Earth Kingdom's Capital. While money was first believed to be the motive behind the murders, as the rich upper-class adolescents comprised the majority of the victims, later research proved this theory to be false. None of the victims' families reported anything stolen from their residences, so robbery with murder was ruled out.
As the case unfolded and more details came to light, the original thesis of a murderer running rampant became more and more unlikely. Victims fell on opposite sides of the city, with barely any time in between, making it physically impossible for the killings to be the doing of a single individual.
Who or what was taking out the young inhabitants of Ba Sing Se's Upper Ring?
Characters will have 4 attributes:
Chi/Ki: Durr! This decides the amount of power your bending moves have
Per(ception): Responsible for the accuracy of your attacks, the awareness of your surroundings
Con(stitution): Decides how strong your character is physically, mainly how much of a pounding he/she can take
Dex(terity): Your ability to dodge attacks, attack speed, etc...
These stats have a basic value of 8 (the average among common people, obviously chi is an average for people that can bend an element)
Any character would be able to distribute 20 points into their other stats (don't worry, you'll get to put more as the RP goes on)
Up to and including 14, each increase costs one point, 15 and 16 cost 2, 17 and 18 cost 3. You are allowed to drop a score below 8 for one point gained for each decrease.
Bending:
The four basic elements will be available, each character can bend only one of the four elements.
Advanced bending will be available as well, but not all character archetypes (kind of like classes) will include it from the start.
Example of a character class:
Brawler:
starts with: 2 melee moves, one short range move
Important stats: Chi, Con
Bonus ability: Strong Fortitude (will not suffer as badly from taking a beating)
The way I see it, when battle happens and gets played out I'll send around some PM's that will include the hit chances of your specific character on enemies and vice versa and how much it takes for the enemies to fall (or for them to take you out) as well as how many attacks I would like you to describe in your next post
These PM's will be guidelines, if you feel like an attack more or less would fit your writing better, no need to consult, the main focus is still on roleplaying and story.
Just don't consistently go for an attack more every single post you make.
I would like two people to confirm they would wanna play with these rules and I'll put up an OOC tomorrow that will include a whole set of class archetypes for you guys to choose from

Alright, good to see so much interest. Tonight is a bit of a busy night, so I should be able to put the storyline up somewhere tomorrow, ruleset should follow on sunday or early next week, accompanied by an OOC if there is still enough people interested.

I'd say yes, none of the people that originally replied have said anything and no OOC has been started, so as of now the RP is not confirmed to happen in the first place...
I'll get some of the character build rules etc. up somewhere today or tomorrow and then pm the people that were interested
