The Year is 170 ASC, Avatar Korra is occupied in Republic City with the uprising of the Equalists.
Meanwhile Ba Sing Se faces its own problem, an alarming number of citizens have lost their lives in the past months. Autopsy reports have confirmed blood bending to be the cause of death in many of the cases. The Dai Li started an investment towards finding the murderer that had been terrorising the Earth Kingdom's Capital. While money was first believed to be the motive behind the murders, as the rich upper-class adolescents comprised the majority of the victims, later research proved this theory to be false. None of the victims' families reported anything stolen from their residences, so robbery with murder was ruled out.
As the case unfolded and more details came to light, the original thesis of a murderer running rampant became more and more unlikely. Victims fell on opposite sides of the city, with barely any time in between, making it physically impossible for the killings to be the doing of a single individual.
Who or what was taking out the young inhabitants of Ba Sing Se's Upper Ring?

A few notes:
-all these are guidelines, if you would like something included, lemme know
-I know the title sucks and doesn't really impose the gravity of the situation. Better ideas are very welcome
-abilities are gone, a very good argument was made and I'm sure it's for the better
-please discuss on how we could get our party hooked into the main storyline.
Name: Pona, of the Northern Tribe
Looks: Curvy, but not overweight, with the characteristic dark skin and blue eyes of her people. Unlike many people of the Water Tribes, however, she cuts her hair short (think GI Jane, a military cut). Living in Ba Sing Se for several years, she has picked up a lot of Earth Kingdom clothing in addition to the clothes of her homeland, and so could be in either the browns and greens of an Earth Kingdom woman or the blues and whites of the Water Tribes on any given day.
Character archetype: Adept
Move 1: Water wall/shield (Short-range): Water is shaped into a small wall, in order to block or redirect attacks, and is often used in conjunction with a long or mid-range attack for counterattacking (block attack with wall, wall swiftly changes into whip).
Move 2: Water whip (Long/mid-range): A simple ranged water attack, in which the bender uses water to mimic the tension and striking force of a whip.
Move 3: Waterbending Nerve-strike (Melee): As explained above, this move basically numbs the limb of an opponent by swiftly super-cooling the nerve cluster that governs said limb. In certain circumstances, and given enough precision, this can temporarily block the flow of chi in a person’s body, reducing the effectiveness of bending. Of course, this kind of attack is very tricky, and prone to ineffectiveness.
Extra feats: Her knowledge of chi pathways and the human body originated in her healing training as a young girl in the Northern Tribe, and her healing ability has only increased from there. In fact, her main duty is as her employer’s family healer, and she does her job well.
Also, as she has no dominant side or hand, it is easier for Pona to target two enemies at once with her long and mid-range water attacks, such as the Whip. This same ambidexterity can be a hassle, however, when she is required to move quickly on her feet, as sometimes her brain can attempt to move both legs at once, disrupting her balance. It isn’t a big problem, but certainly enough to warrant the extra feat, I’d say.
Character History: Born and raised in the beautiful Northern Water Tribe, Pona has always been known for a certain extraordinary ability in waterbending. Never a fan of huge waves and pillars of ice, she was always more subtle, skilled in healing and other precise, specific actions. If she was enraged, the ability to raise a wave or two was certainly there, it just didn’t manifest very often. Thus, not quite outstanding, but intelligent and certainly skilled, as a young woman (around 19), her parents encouraged her to take a journey around the world, and learn about the different cultures and peoples, hoping for her to eventually go to Republic City and work as a diplomat.
However, after a year of traveling, and having seen most of the cities of the world, Pona decided that the place she truly wanted to live was Ba Sing Se. She found that the culture and history of the great city was much more interesting than the technology and progress of Republic City, and would spend hours in the library at Ba Sing Se University. After a few months working as a freelance healer and barber (using water instead of tools gave her styles a unique look, and she found that she had a knack for it), Pona was hired by a noble family to be the personal healer and teacher of their youngest son, Tao. He was a sickly boy, and after hearing of Pona’s prowess as a healer, they immediately sought her out and brought her to their home in the Upper Ring. She has lived and worked there for the past five years, mostly healing, but also as a tutor to all of the children, including Tao, who grew into a healthy young boy in her care.
When the family’s eldest son was killed by the unknown murderer, Pona was devastated, and decided to start investigating on her own…
Name: Kaytora, of Ba Sing Se or Kay
Character archetype: Striker / sniper
Move 1: (Charge, long range) Rocky Sky's: Bends rocks into the air, then breaks them into sharp dagger, to then make them rain down on people.
Move 2: (Charge, long range) Frag frenzy: Bends rocks into such a dense form that when released they break apart like a frag grenade.
Move 3: (Charge, short range) Raging rock lion: Bend a rock into the shape of a lino and controls it around.
Extra feat(s): Charge bending is his thing. His attacks takes a while to make and bend, but when set into motion they do much damage.
Character History: Kaytora was born and raised in Ba Sing Se and was never out of the city.As a child Kay was a mess. No friends, no family to speak of other then his always drunk and abusive dad after his mom left them.Kay basically raised himself without help or guidance. This made Kay a very street smart person, but not the best in case of reading or anything they teach in school. Kay got used to living this life of solitude and abuse, but always felt lonely. He never knew about his bending powers before one day he saw some guys beat up a little girl. Kay's fury, anger and hate for what these guys where doing in some way manifested itself in the earth and the rocks around him and Kay felt that the earth moved with him. And he was right, the earth moved with him, he was a earth bender. In a few quick, but clumsy rock throws he made the guys split up and run away. Kay has ever since that day been "Working" as the guy that helps you from the shadows. He as mastered more and more of his powers and see himself as quit the skilled earth bender.
Flaws: His attacks are not perfect by any means. They blow up in his face, don't work or find some other way to back fire at him. He is also way to much of a gentlemen, he cant find it in his heart to hurt woman or children. Don't make him chose between you and cake, you will lose.
Name: Mao "The raging Dragon"
Character archetype: Punisher
Move 1, melee: Flaming punch. Mao encircles his hands with fire creating burning boxing gloves that explode on impact dealing additional fire damage and creating an additional shockwave that passes through the body.
Move 2, short range: Fire fist. Mao shoots basic fireballs out of his fists. He can do this in a rapid fire way by using both hands.
Move 3, short range: Fire breakdance. Mao swings his legs around on the ground creating a 360 firewave that travels on the ground, knocking opponents of their feet.
Special ability, stunning melee strike: Lightning touch. Mao tried to teach himself how to use lightning but to no avail. As he had not found a way to release the current things just kept exploding in his face. The only way for Mao's lightning to reach his opponent is to touch him while he casts it. The powerful electric current stuns most people for a short period of time.
Extra feats: Fire barrage. Mao is a mostly self taught bender. His moves are often considered crude and inaccurate. He makes up for his lack of true training by combining them in rapid combinations and a hyper aggressive fighting style. Just send as much fire flying and something will sure hit. Next to his firebending he also is a decent martial artist.
Character flaws: Mao's aggressive fighting style is a great asset but also a weakness. He relies on overpowering an enemy in a short amount of time burning up a lot of his energy. Where a more balanced bender would conserve his strength Mao pushes forward until his enemy is defeated or he becomes fatigued. Once fatigued and no longer on the offence, his lack of defensive blocking techniques becomes clear the hard way.
Appearance: Mao is a tall young man with a well trained body. He has spiky short cut hear which is often beneath his yellow straw hat. He mostly wears his worn off traditional earth kingdom clothing but also has some in the black and red of the Firenation.
Character history: It is unclear where Mao is born or who his parents where. The only thing he does know is that he was dropped off in front of Hope's orphanage in the south side of the lower ring of Ba Sing Se, one of the worst slums of Ba Sing Se. Most of the people around are unemployed and crime syndicates rule the streets. Although live is tough in this neighborhood Mao grew up under the caring wings of elderly lady Hope. A respected woman who devoted her life to help orphaned Children survive in the hard conditions of the slums of this metropolis.
Mao found out at young age that he had a talent for firebending and started to practice by himself. Any skill that can help you defend yourself is an absolute necessity in the Lower south side. As his abilities grew Mao got involved into underground fighting tournaments with some degree of success. His agressive and violent firebending style soon earned the young man the nickname "Raging Dragon". The money Mao earns by fighting in such tournaments he donates to the Orphanage and serves as protector of the place. But with a new gang ruling the streets, protection money has gone up.....
Name: Hana Yon-Fei Tao
Looks: Normal built, with no athletic features or additional muscles. She stands at a height slightly short of regular, and is of average weight with normal body proportions for her height. For hair, she has coal-black as runs in her genetics and the grey-eyes her mother had. Her attire usually consists of thin layers of the greens and browns of the Earth Kingdom, a brown money-pouch and a pair of normal but light, dark-brown shoes for comfortable travelling through the grounds and grasses of the kingdom.
Character archetype: Adept, as I don't see an air-bender being any other.
Move 1: Air-shield (short-range, defensive). It involves circling adversaries, suddenly changing direction when attacked and evading by physical movement or deflecting by throwing up gusts of air close to the body as a shield. It is rarely used to stop attacks directly, and more often pushes the attack aside and away, conserving energy.
Move 2: Air-crescent (long-range, defensive/offensive). The air is conjured in a crescent-shaped form, constructed of solidified air capable of deflecting elemental attacks or objects, such as rocks or weapons and sending them off-course. It can also be used to strike and hit the adversary with smaller forms of it, to swipe them off their feet or push them back.
Move 3: Undecided (short-range, offensive/defensive). This self-developed technique is not yet finished, and will be worked on by the character (during the role-play itself) as she does not yet posses the knowledge to complete it. In the end, it will be a balanced attack: a solidified air-construction surrounding the body, made from air that is drawn from the higher skies (in other words: colder air). The air-construction can be broken apart, and the gusts of cold air can be used to strike with.
Extra feat(s): Enhanced agility: air bending can easily used to assist in jumping higher than usual, and slow or deflect falls by creating cushions of air. The constant movement required makes her naturally flexible and agile. It allows for easy manoeuvring around opponents and side-stepping, as if dancing/flowing around the opponent without wasting any energy. Enhanced speed: air bending can allow for the enhancement of movement in battle; such as running swiftly by decreasing air resistance around her without getting out of breath. It also allows for a very light-step.
Character Flaws: She was not built for close-combat or handling weapons, and her peaceful-nature has kept her from training her body making her physically weak. As there are not many air-benders left, she does not know much about their culture or her elements' specifics meaning most of her techniques are self-taught. None of her moves (or attacks) can do any actual physical harm, as all of them are meant to be used as diversion, to block or for evasion purposes. Then there is the matter of enclosed spaces: as an air bender, she would be at a significant disadvantage in an enclosed space, restricting her movement and the amount of air that can be used.
Character History: Her ancestors were some of the Air Nomads escaped the initial attack on the temples and proved too elusive for the Fire Nation to hunt down. While most of these were later lured into a trap, and dealt with by Fire Lord Sozin; her ancestors were amongst those that had left before Sozin spun his trap. They fled deeper into the Earth Kingdom, and settled in Ba Sing Se. With the passing of time they spread out and married with earth-benders and non-benders alike, and any proof that they once had been Air Nomads was erased. Genetics, however, do not simply vanish. Due to this, there were few children born with the potential to be air-benders, but as these went untaught and learnt nothing of spirituality they lived as non-benders, never knowing of their potential. One of their descendants was her mother, unbeknownst to her, who married an Earth-bender in Ba Sing Se.
For the duration of her childhood she lived with her mother in a small apartment above a tea-shop that her father had owned. When she was four, her father passed away and the tea-shop was left to her mother. Business was slow at first, but soon more clients began to come and they were capable of living comfortably: without luxury, but with enough food and clothing. She spent her time running errands for her mother, or playing games on the streets with other children, having herself convinced that was a non-bender. As she grew older, she started helping out more in the shop and her mother gifted her some scrolls that had been passed down generations and depicted beautiful pictures. Her mother wasn't aware of the fact that they also depicted some air-bending techniques, or who had made them. One day, she was fourteen, she tried to copy one of the movements and sent a gust of wind through the window: blowing away a cabbage man's cart.
Fei never told her mother of it; and studied the scrolls until they held no more secrets for her. After having finished with her, she took up a habit of reading more and developed a liking for information and clever games. One thing her ancestors have left her with is an affinity for protecting the weaker, and a peaceful-nature. Her mother used to joke about sending her to enter the military, if she didn't stop reading so much, but Fei never took her serious and has no interest in such things. She believes that armies defy the point of peace, and holds a grudge against armies and soldiers, as they use their elements for murder- whatever the reason. Other than intelligent and pacifistic, she can also come over as care-free and a tad bit impish. Her clever tongue has a tendency to get her into all kinds of trouble, although she usually means well. In the future, she hopes for a chance to visit Republic city and plans to take over her mothers' tea-shop after she retires. Her wanting to visit to Republic city is partly because of the pro-bending tournament (for watching purposes, and not entering) and partly because she hopes to catch a glimpse of how far the Avatar has gotten with air-benders, hoping to learn.
Name: Lee Chun Feng
Looks: Lee stands about 6"2 tall, weighing in at 130 lbs he has a very stringy build. His light brown hair runs down to about halfway his shoulder blades. His face has strong lines, giving him a look that makes people consider him about a decade older than he really is. Thin goatee that adornes his chin doesn't help proving his youth either.
Most of the time Lee goes dressed in clothes that strongly resemble the standard earth kingdom attire, but using black instead of the tradional brown, paired with green.
Character archetype: Tank
Move 1: Helmet Bash: a rather crude move that makes use of a stone helmet, decorated by horns to add some personal flavor, bent to cover the head. This piece of headwear will make sure the receiver of the headbutt will be in a lot more pain than the dealer.
Move 2: Wall Smash: Using one fluid sequence of footwork, weight-shifting and leveraging his opponent, Lee will put up a wall of rock behind his enemy and subsequently introducing said foe to a rather painful experience.
Move 3: Flanking Crash: Probably the most ingenious move in Lee's arsenal is the Flanking crash. Going in for a punch, but striking too wide, Lee will give his opponent plenty opportunity to sidestep the attack. Through careful foot-movement a big chunk of the ground will fold upwards giving his foe a big lick on his blind side.
Extra feat(s): Bend-assisted movement
Character History: Lee is the sun of one of Ba Sing Se's more powerful agricultural land-owners. Having enjoyed the easy life and education in both general matter and earth bending have made him a rather unpolished earth-bender and overall underachiever. He spends most of his days either tinkering in the garage, loitering on his father's estate or wasting life away in one of Ba Sing Se's many establishments. While most of his childhood friends have started working, Lee hasn't felt the urge to be truly productive, nor has he ever needed to be, considering the status of his family. He takes life one day at a time, leasurely waiting for his calling to smack him in the face.
Flaws: Comfort object: Lee will always carry around a toy car in his pocket. Having gotten it at the age of 7, it is the one and only reason he grew to spend time on the two-wheeled piece of junk resting in the garage. It is the thing that inspired him not to waste the entire 100% of his time, as well as keeping him sane and peaceful come bedtime.
