Wow. Creepy. I think I read it a really long time ago (like, young young. I don't think I understood what really happened) but I'm literally rereading it now. It's not three feet from my screen. This... is creepy.
But what did you have in mind?

Oh wow, this is an interesting idea. But why less realistic? The main premise of 1984 was basically using subterfuge from the inside of The Party, that's pretty realistic in itself.
There will be no curiosity, no enjoyment of the process of life. All competing pleasures will be destroyed. But always—do not forget this, Winston—always there will be the intoxication of power, constantly increasing and constantly growing subtler. Always, at every moment, there will be the thrill of victory, the sensation of trampling on an enemy who is helpless. If you want a picture of the future, imagine a boot stamping on a human face—forever.

Yeah 1984 is so creepy in the most brilliant way. Well it's going to be more dystopian than 1984 I guess but I'm going to shamelessly steal elements from it. It'll be set in the heart of a heavily industrial city where people are brain washed from a young age to be happy (think brave new world minus all the sex), although the government (just called the court) is a harsh judge, jury and executioner, with a vicious combination of extremely powerful and fanatic inquisitors and a comprehensive network of secret police. No one is safe and people are frequently made to disappear, often appearing to admit their guilt in public before killing themselves. The people are united against an imaginary enemy and nobody questions it, as the leader of the court, "The Father", is revered and loved in equal parts. Well almost nobody.
The people who make up the court are brought up in an intense 50 years of schooling to rule anonymously over the people. However one of them, supposedly due to a mental disorder left the court and now works carefully, slowly behind the scenes. He calls himself Anon,trying to stay one step ahead of the secret police, carefully selecting and recruiting supporters. None of them know each other's identities and they contact each other in a small cafe run by Anon. They plot slowly corrupting, occasionally conducting guerilla attacks but only very, very carefully. If one of them is taken to room 101, it's game over.
@Elyk, I'm making less realistic as, in my opinion, a realistic version would function similarly to somethng like LeCarre, so there wouldn't be enough player interaction.
