If we have superhuman abilities in any form, then either so does the corrupt government, or there needs to be a real reason for them not to.
Perhaps it is a chi like thing, and it's not something inherent in the body, but something that the resistance has trained for. That way it still has Epsy's idea of "shortcuts vs real work" for your goals.

I was thinking super-human abilities which were more subtle and realistic then magic. Think increased strength, increased jumping ability, abilities that affect a person rather then their environment. Coupled with advanced fighting techniques to make them deadly in battle.
EDIT: I would imagine the government would have people with abilities under their control too.

Lol, Its a good show, but it boils down to, "These guys can kill giant robots because they believe they are bad ass Samurai...also arrows work against robots too." With a pretty decent plot line.

First off, this sounds like a great RP forming. Next, what about the government recently invaded another country that had been mining the ore/metal for non-violent purposes. The resistance could be from this other country, who are fighting for their freedom using their abilities. Just a possible path.

Ah, true. Instead of a full out revolution, it could be a resistance to military occupation. And that would actually explain the fact that the government is high tech and we're something else.
What sort of powers are we talking, though? And what is the source of them?

It would have to be equivalent if not lesser than the abilities granted by the special metal, otherwise the Government wouldn't waste time invading to mine it, and instead would just begin enslaving the citizenry.
