I found a downloadable tool that finally disabled the Dynamic Input Ring that appears whenever I clicked with my pen tool. It was starting to show up in my PS and Sketchpad and ruining my drawing because it made my pen input lag.

I'm like so fucking happy right now I can't even explain it.
Now to just set all of my pen settings back to what they were.
