I don't see what the big deal is. It is suppose to reward people who done something good on the forum and suppose to be fun. You proably got attention whores in the contents here but they still go the hell on, so why not a Hall of Fame? Just a game in the end :).

People will vote for the people they like, so therefore who often visit Off-Topic and are seen more in the non-roleplaying sections of the site (like Spammers, etc) will inevitably get more votes than someone who's never left the main roleplaying sections, since logically not many people would know them other than their roleplaying buddies, and the contest takes place on the Off-Topic-ish parts of the site, anyway, so lesser-known roleplayers practically don't stand a chance, no matter how good of a roleplayer/writer/artist/person they are.
And as you seem to have been missing, this sort of thing has been tried before. I wasn't there for it, but I hear it was somewhat of a disaster. The forum's closed off now, although I'm pretty sure it's still technically accessible even if you can't post on it or see it from the site index, like Persistent World, and I think I've accessed it once before. Ah, here it is! Feel free to sort out this mess for yourself.
Well, I'll just hand out my own awards then if you guys don't wanna do one :D!
