In 2013, Manhattan is a totalitarian police state.
After seven years of mutancy run rampant following a biological outbreak that ravaged half of the city's vast population, justifying it's quarantined isolation from the rest of the United States, newly elected Mayor Bolivar Trask has declared a state of emergency and is granted limited martial law from the US Government to contain the threat of the growing number of superhumans. With the help of Stark Enterprises, Trask's first act under the new state of affairs is to establish the technologically advanced task force known "The Regime", composed of highly trained soldiers authorized to use lethal force against any and all superpowered threats that are unwilling to surrender themselves for rehabilitation in Mutant Town, a sectioned off portion of the neighboring Brooklyn used as a modern day mutant concentration camp. The law of Mutant Town is maintained by the artificial A.I. unit known as Ultron, created with the help of The Future Foundation.
Though Professor Charles Xavier, the leading advocate of mutant rights, attempts to quell the situation and peacefully extract any mutants beyond Manhattan's barriers for safehousing, his former friend-turned-enemy Erik Lehnsherr becomes outraged enough at the existence of Mutant Town to form the mutant terrorist group known as The Brotherhood in order to combat The Regime's forces at every turn. With The Brotherhood's ranks growing by the day, and The Regime declaring war on the group in a vicious daily battle that threatens both human and mutant alike, Xavier is forced to enact his own counter-solution - The Avengers.
Led by one of the first mutants in history and Xavier's most accomplished student, Steve Rogers, The Avengers signify a resistence movement against both The Brotherhood and The Regime that sets off a ripple effect large enough to impact the entire city. Soon, both humans and mutants join their ranks to create an army effective enough to combat The Brotherhood's own, including such invididuals as Scott Summers, Clint Barton, Jean Grey, Thorlief Odinson, Henry McCoy, Natasha Romanova, Robert Drake, Henry Pym, Logan Howlett, Janet Van Dyne, Kitty Pryde, and even Tony Stark, whose own machines have been corrupted to fuel The Regime's stifling conquest for absolute order.
And that's just the start of what Xavier's decision sets off. In Midtown, a young man whose struggled with his powers since adolescence decides that with great power must come great responsibility and adopts the image of the spider to fight his own battle in aid of The Avengers. In Hell's Kitchen, a blind man who navigates through the world with an inner radar sense decides to bring the wrath of the Devil himself down upon the The Regime before they can overtake his suffering neighborhood. In Chelsea, a scrawny scientist who has struggled with his uncontrollable rage will get his chance to finally unleash his green fury upon the world. In Chinatown, The Regime is fought back by two lone warriors, offering their services to persecuted mutants as "Heroes for Hire". And in the shadows, a powerful organization watches from afar, their allegiance a mystery to everyone except it's leader - a particularly gruff old Agent of SHIELD.
The time for revolution is at hand. Will mutants prevail? Will humans?
