It's beer, flavored with apple cider so it's beer. Story, end of. Alexander Keith's also makes it, it's a bit more sugary so I like Strongbow better.

Seriously though, if anything, it's more like wine. Both in taste and in production method. But they sell it in beer bottles and contains about as much alcohol, so the placement in the beer aisle doesn't surprise me. That's where it's placed over here as well... but it doesn't say beer on the bottle. Because it isn't.
V: Because of marketing. You have no idea how many will drink beer that isnöt beer, just to prove that they drink... beer.
It Isn't beer, by any real definition. No actual brewery with self respect or respect for the trade would refer to it as a beer.
