This won't be a canon experience. Some storylines will begin following canon routes, and veer. Others will be original. You may apply for any character you like, though Luthor and Wayne are currently storyteller NPCs.
While a great deal of the city has been destroyed, some of it was spared total destruction. Wayne Tower still stands, although with certain damage. Lucius Fox remains locked in Wayne Tower with the Wayne Enterprises security force, doing what he can from where he is, while waiting on his boss. Gotham City's Knights Stadium has survived relatively well intact. As does the major downtown city and county courthouses. The Iceberg Lounge survives, with it's top bird Oswald Cobblepot doing remarkly good business, able to find nearly anything a person might find--for the right, and usually incredibly steep, price.
Arkham Asylum went dark right after the quake, and nothing has been heard from the max security facility that houses some of Gotham's worst. Eyewitness reports say the building looks to have received significant damage. Who survived and who lost their life remains one of the biggest questions for those inside, and outside, the city.
The biggest question? "Where is Batman?"
A shock to everyone is that nearly half, some 44% of Gotham PD stayed behind, including nearly all of the Major Crimes Unit. The group is lead by Commissioner James Gordon and they have taken most of the South side of Gotham City, headquartered in the spared M.C.U. building. Most of the South was destroyed, no building over three stories survived. However there is some limited emergency power in South Gotham, provided by Fox from Wayne Tower in a bid to assist Gordon and his cops.
West Gotham, the smallest of the territories, belongs to Penguin, headquartered at the Iceberg Lounge. His own army continues to swell as desperate victims come to him for anything from food to weapons, the price for their request usually being service to Penguin in whatever capacity he judges befitting. And while most of West Gotham was destroyed, early reports have the Financial District more or less in tact, including the Gotham City Archives.
Estimates have East Gotham as half rubble, half standing. The main Port of Gotham City docks are a surreal scene of destruction one block, normal the other. And while most of the actual cocks are littered with debris and grounded boats, the actual dock structures themselves, and a good deal of the dock cranes, seem to be in operational shape. A fact most Gotham Survivalists point to as a major sign of hope.
A sign of hope the docks may be for tomorrow, today the fact that so much of the docks survived also means that the part of the city with some of the highest crime, and known as the location for many a criminal safe house, remains to vex the rest of Gotham City. Two Face rules East Gotham from it's Western border, where East Gotham meets historic Central Gotham. His headquarters is none other than the Gotham County Court House.
North Gotham was by far the worst hit. Federal estimates have over 70% of North Gotham destroyed, though many in the media are quick to point out that North Gotham was widely considered the lowest end of Gotham, and held the dubious title of 'Gotham's Ghetto' due to it's numerous low income, Federal assisted housing projects and low income neighborhoods that had mostly gone up quick and cheap in the late 50s and early 60s to accomodate the baby boom of post WWII Gotham City. The best kept section of North Gotham is it's southern most border, where it meets Central Gotham. There from his headquarters at the Region Hotel the Black Mask rules North Gotham. Or so he claims.
Central Gotham, often simply referred to as 'Historic' Gotham remains very well intact. The Clocktower, City Hall, and numerous historic office buildings were spared, including skyscrapper Wayne Tower. Robinson Park also is said to have been come through without any noticable damage. While children have been drawn to the Park for some reason every adult seems to have the common sense to stay far from the Park--it's widely known from the titanic plant life overgrowing the Park's historic tall brick and rod iron work walls that the Park belongs to Poison Ivy.
Outside of Ivy, Fox and Wayne Enterprirses security have kept Central Gotham a relative 'safe zone' from organized violence and injustice. In Gotham Village Fox has set up a 'field hospital' ran by Doctor Leslie Thompkins.
