We where above all others. The Village Hidden in the Moon was above all others in this world. We where powerful. Arrogant even. We believed we could conquer the skies. So, in our arrogance we made our village a fortress. We left for the heavens... And one day... We shall come crashing back down.
-Cortez, elder of the Hidden Moon. Died ten years after the launch of the village into the sky.

The History of the Hidden Moon is simple. Long ago, they where a village destined for power. They are the eldest of all villages, and possessed techniques and weapons greater than even our modern day technology. Unfortunately, they grew arrogant. As such, they believed they could bring their village into the heavens. The village was converted into a large generator to lift it into the sky.
They where never seen again. Some believe they crashed and died. But other historians suggest they are still in the sky.

There was once a place called the Village Hidden in the Moon. They where a legendary village who possessed power that made them gods among the other villages. As such, they sought to rule from the sky. They converted the village into one large generator designed to lift them into the sky for this reason.
The Village Hidden in the Moon was never seen again by another village. With the disappearance of his crushing force, the other villages grew to become mighty empires of their own. The Hidden Moon was all but forgotten.

But as surely as the moon will rise, so will the Hidden Moon continue to live.
After over a century of being lost, the Village of the Moon is in chaos. The lands that where once pure are corrupt and damaged by an abusive people and a dying way of life. Overused farmland has damaged the crop yield, and the village is dying a slow death.
Even religion that once filled every house is dying. As people lose faith in their gods, the village begins to crumble. The ancient arts that these ninja once possessed are now lost, forever gone in the eyes of the ninja who still try to keep peace in a dying land. The Kage has hidden himself in his fortress city, looking away a vast portion of the people in an attempt to save the worthy.
The greatness of the village is gone... Now, a group of rebels seek to take control of this dying city and usurp control from the Kage. But, as a mere rebellious group they lack the resources and powers to challenge the Kage and his army. So, these noble rebels, calling themselves the Shiortsuki, have prepared to reveal the nation of the Moon to the people below. They will seek to gather the nations as allies against the corrupt government they seek to defeat.

The Shirotsuki will come, and the nations will rise up against evil. Or so the story begins... But is that really what will happen? Will death rain upon the Kage, or will he triumph? Will the Shirotsuki bring peace, or maybe ruin? Will the villages unite, or crumple before their own hate for each other? Only time will tell, as the story begins to unfold...

Locals and other stuff:
1) The first location of the Hidden Moon Country is the Hidden Moon. It's a village split into three traditional sections. But in recent days it has become five districts.
-The Kage Mansion: Located in the upper north of the village is the Kage Mansion. This is a large area that resembles an old Middle Age Castle. It is primarily the fort of the Kage.
-The Upper Village: Located in the north around the Kage Mansion is the Upper Village. This village is primarily middle and upper class suburbia. It is also the industrial center of the village as most major departments have set up shop there.
-The City Center: In order to control the flying country, the city Center was born. A large factory where nobody leaves or enters. It is said that the power center of the village rest here. No houses are built around his area, as if while deep underground, the reactor causes supposed radiation leaks.
-Lower Village: This is the main location for the working class. For those who weren't blessed with privilege or rare kekkei genkai, they are forever working in factories. While weaker than many of the ninja from the Upper Village, they have overwhelming numbers that the upper members of the Shirotsuki are trying to unite. Read: Slums.
-The Shirotsuki base: Rather than a main base, the Shirotsuki headquarters are a collection of hovels connected via radio. Using radio, the Shirotsuki elite communicate and lead their troops. These hovels are scattered around the Lower Village, making it difficult for the Kage's troops to track them.

2) The Cliffs and Waterfalls: After a while, you'll approach the end of the map. Here is the land of endless waterfalls. How water still manages to pour over the map is quite simple really. A large collection pan is held underneath the water, where it flows back into the lakes and rivers. This pan runs on an endless power supply directly connected to the City Central Generator.

3) The Screaming Mountains: An isolated area designed mainly to hold secret experiments. This was set up by a previous Kage, a man dedicated to creating and developing Kekkei Genkai by treating humans as mere trash. His goal was to find a specific gene type to create legendary Kekkei Genkai.
These bases are hidden under the mountains, but they are known to many of the Shirotsuki and among the elite of the Kage's guards. All outsiders would be killed for trespassing on these facilities.
Strangely enough, even though it was said to be shut down years ago, it still possesses a power source that fuels the facility.

4) Sky Docks: A large section of the far west of the country is for the Sky Docks. A large manufacturing plant that creates flying machines. No, not airplanes. They build blimps, which are used for war (Not really... There hasn't been a war in years. But it's been converted into a warmachine to fight the Shirotsuki.) This land uses a large powerplant underneath the area. It is said that one can only access it by blimp.

5) The Underbelly: This is the part of the country that decent folk like to ignore. This is a large facility anchored to the bottom of the floating village. It is anchored there by hundreds of chains and moves wildly with each gust of wind. It is a place where only criminals go. It is powered by a large generator that is hidden inside the complex. If the generator is ever destroyed then the entire facility is detached from the Hidden Moon and sent crashing to the ground.

6) The Spider Drone: A bizarre device. It was one of the first inventions made in the Hidden Moon. Essentially it's a large spider tank that is a small village in its own right. While it is empty except for a few rats that manage to survive it can support a population. Strangely enough, it still operates after all these years.
This spider tank operates like a walking fortress, containing enough explosives to waste the entire Hidden Village. It is rumored that the Spider Drone follows a set path, but nobody has been able to keep track of it long enough to find out.

7) The Snake Pit: Underground... A land of unknowns. It was rumored long ago to be a smuggling cave for illegal drugs long before the Hidden Moon went into the sky. These caves where dug up and turned into an underground training facility for Anbu soldiers. It is rumored that this facility runs on an infinite energy generator of some sort.

8) The Great Forest: A massive forest. It is said that it was the home of the original Hidden Moon. But it was left after a considerable nuclear explosion. So, if you enter this forest you can still find the remains of a lost village. If you look hard enough you can even see the remains of the generator.

RULES:
1) No Godmodding.
2) I am allowing Bijuu and the Three Great Dojutsu. But they are being monitored. So no randomly snatching them for yourself unless you ask.
3) Be literate.
4) Be nice to your fellow RPer. That does not mean 'Kiss their Ass' but it does mean you can't call them 'A**hole' every other word.
5) Have fun... That means you don't get whiny everytime you take a hit.
6) NO CARDSTACKING! Cardstacking is a term I use for scenarios where one guy gives himself a gang of S rank Kage level ninja and then have them all be the best of buddies who are 99% of the way through an evil plan that will take over everything.
7) Please... If you have any issues with how somebody is doing something than please contact me. I will sort things out.

The Location: THE VILLAGE HIDDEN IN THE MOON!
A vast majority of the story and fights will take place in this floating island. The start will briefly take place in Konoha, but after a brief intro everything will move into the sky.

VILLAGES:
Characters can be from any village or religion.

BIJUU AND MY VERDICT ON THE MATTER:
There are no Bijuu. But there are Moon Beast. They are like Bijuu, but weaker to an extent that they can be balanced. They will appear on occasion, but will not be accessible at the start. And to get one, you need to prove you can post and be a good sport.
The number as of yet as not been decided on, but they will play into the main plot. And by that, I mean other than 'OMG collect the beast.'

Kage and Shirotsuki Rankings:
The subject would have been brought up eventually, so I'll put this simple. Only the Elite (AKA leaders) of the Shirotsuki will be stronger then Kages. As for now, only some of the higher elite members will be on Kage Par.

Missing-Nin:
Only the Shirotsuki can be missing nin. This was decided in order to keep things in check. I have had issues with missing nin and this RP really can't support them. The location and design would brutally reject any missing nin, and I refuse to go through the hassle of dealing with them.

Villages Involved:
We are only focusing on the main 5 villages and the Hidden Moon. Though the main 5 are still there, 99% of the action and story takes place on the Hidden Moon. PS: There will be no breaking into the Hidden Moon until I say so.

Hidden Moon Weapons:
Dear God, this will cause a fuss... THERE ARE NO GUNS! NONE! You can have somewhat more high techie kunai, but no goddamn guns! Simple and to the point. You can have bombs, BUT NO GUNS! You can have all sorts of cool and interesting weapons, but the instant I see a gun you are banned. Missiles are Ok, but not guns.
Can I make that any clearer?

The Three Great Dojutsu:
I am allowing Rinnegan, Sharingan, and Byakugan. But only in limits. There will not be twenty people running around with Sharingan. (Also suggest you come up with your own paths if you use Rinnegan.)

Chiton is created when fire and lightning chakra types are collided together which create an outward disruption of force that can be extremely dangerous if not controlled and maintained. which is why water release is used to mould and cool down the end-result, averting a possible explosion while the user is still preparing the attack.

After creating the effects of Chiton Kenzo will gather a simple ball of energy in his hand which can grow in size dependant on the amount of chakra used to build up it's core, though more chakra is needed to compress and cool down the ball. The ball is then launched by throwing it and can have the effect of a blunt projectile hitting the target with great power and the other is exploding on contact. To explode the ball must be small and to crush large.

After a ball of energy is formed through Chiton creation, Kenzo will mould the ball into a thin spear of energy that crackles with energy. Once it hits the spear can pierce flesh and bone like butter and burns the enemy from the inside whilst zapping their skin with lightning chakra. This attack is more of a maiming tool than killing, as it puts the target in agony.

After creating the Chiton effects Kenzo holds out his hand palm side up and a fla disc of chiton chakra will hover above his hand, when he passes his hand over in a rapid movement a shuriken of pure Chiton will be launched at his opponent. Once struck the shuriken can cause searing pain to the victim unless removed by hands which can cause more damage.

Description:
Using the same method as Chiton: Chikara Shuriken, Kenzo will charge the concentration of the hovering disc which will grow in size, the large disc will start to spin and before launching Kenzo will fire a 'zap' of chakra at his enemy which the disc will be drawn to acting like a seeking-projectile. Kenzo will then be launched which will continue to follow the target and rip them in-two. The disc tracking method can be stopped if a charge of energy is sent through the target body or the disc itself which wil cancel out the attraction.

Description:
Kenzo's last resort attack that can cause huge devastation to the area. Kenzo will gather Chiton chakra in the centre of his body, drawing all chakra in his body to the centre and concentrates it into a compressed ball of energy. The charge up until the attack is ready is around three minutes and throughout Kenzo must stand still without moving as a single muscle movement, can cause a powerful chain-reaciton of micro-sopic explosions in his chakra system.
Once charged Kenzo launches the energy through his mouth creating a colossal beam of energy that hurtles toward the opponent and is almost impossible to stop. The beam will explode once it has hit a target and will continue to explode until the link between beam and creator is cut-off meaning that if Kenzo forgets to stop the beam the explosion will reach him and undoubtedly end him.

Description:
The technique summons the twin dogs of the rain (Ame) and the sun (Taiyo) to aid Kenzo in battle. Though they the size of fully grown tigers they are puppies compared to the other Fu dogs Kenzo can summon.
Ame's skin is wet and slippery and she can fire jets of water from her mouth and use this ability in combat.
Taiyo' fur has a burning touch to it and he constantly exhales smoke, he can spit balls of fire at Kenzo's enemies.
Kenzo summons the twin fu dogs at once they are very mischievous and troublesome, but Kenzo cannot use conjunction jutsu with them and they simply do as they please.

Description:
The personal summon of Kenzo is Arashi, the Hound of the Storm and sworn protector of the Land of Lightning. Arashi is a fearsome beast and proud of his strength and title, he attacks Kenzo's enemies with grace, galloping through the wind leaving a trail of lightning behind him. His howls call forth bolts of lightning which can strike the ground and cause torrential rain. His claws cna cut through steel and he can use lightning jutsu but only in conjunction with Kenzo.
Arashi is the size of a horse and Kenzo often uses him as a steed on long journeys.

Blade has been removed from RPGuild... As such I shall have to retcon Danmatsu. The offical story is that he killed the fake Banzan but was struck by a stray blow that happened to break a rib which entered his heart and killed him.

I shall have to speed the RP up to the part where the Shirotsuki are leaving to go back to their village. It'll be a brief timeskip.
