Seirin, despite his once youthful vibrance, is a concise, quiet, and thoughtful man. He watches, understands, and then acts, allowing himself to absorb as much information as he can, while he can. He is a devout follower of Fuujin, the god of wind, and constantly strives to move in a way as to please this mysterious being. He is concise, tactful, and intelligent, able to easily make his point and be done with things in nearly any situation. Anger is not an emotion that one can see on Seirin's face, such is his composure. In the avenues of love, Seirin has taken pains to choose only the best and most compatible partners in the few times that he had such a privilege. He is open to love, but he does not often feel it, as so few can catch his eye. The man can be considered a philosopher of sorts, as well as a tactician, and a lover of knowledge. Seirin is often seen in the libraries of Shin'ōgakure because of this, doing research and the like for various reasons. He is efficient and meticulous in almost all areas of his life, enjoying things well ordered, and easy to access when needed. He dislikes the concept of disorder, but understands its necessity as he is a firm believer of balance, though this does not quite carry over to the idea of equality, or fairness.
Seirin could easily be considered eloquent and distinguished in both his tastes and his manner of speech and action. He is elegant in his stature and enjoys the finer things, though his perception of such things is slightly different from what others might think. He enjoys nature, and he enjoys the lavish products that it can create both his comfort, and the comfort of others. In this way he is appreciative of most everything that is. This however, appears to exclude a few things, particularly those of a lesser mindstate, the insane as they a re called. Seirin cannot stand such individuals, they, ironically, drive him nuts as to him they are merely individuals who allow themselves to be lost in the mire of their lives. In this way he is not inclined to ever allow himself to panic, or to think in a strictly illogical manner, though he does understand the need for intuition. He could even be called compassionate, though this compassion is regulated and controlled as it would be foolhardy to show such possible weakness to an enemy when they might as well cut you down rather than appreciate your kindness. However, above all these things, Seirin is loyal, to the extent that the activities of his fellow councilmen and women bother and disgust him, as many of them wish only to influence their new leader in a way suitable to their respective ends. To Seirin, this is a truly despicable trait, equaled only by blind faith, naivety, and sheer arrogance.
Past soaked in blood-red tears, a solemn present, and a future unknown. Seirin came to don his name under the pretext of future greatness, a future that his parents attempted to lay out for him almost from birth. Born in the year of the tiger and the month of the dragon, they thought their boy destined for greatness, but alas he was not gifted their clan's greatest power, the Ten shuiro-shin no(点朱色神の Mark of the scarlet god). However, his parents knew this not due to the markings on his form which typically fortold of the Kekkei genkai's presence. Such was not the case for Seirin. In fact, as he grew it soon came to light that he didn't even possess multiple affinities, or rather that he did but only one appeared accessible: Wind.
Upon discovering this his parents were rightly outraged, but they did their utmost to never give their first born son with any less love or affection than before. They cultivated him, mind coming first, and body next. It was only when they reached the stage of his skills, particularly ninjutsu, that they fell short, clueless as to what to do. They tried to find him a tutor within the clan, but so few were able, and even those who were lacked the affinity that their son possessed. It saddened them to know that their son might never come to his full potential.
Seirin himself lived on, prospering with the love and attention of his parents, he was never short of these things. However, one day he wandered too far from the clan compound only to be ambushed by a group of his peers, older and less privileged members of his lineage. They struck at him, beating him bloody and giving him only a single chance to flee. He took it.
He could not run back to his parents, so instead he rushed out into the deserts where he lost himself, at the age of 8, in the sandy wastes.
Visions touched his mind as his body's supply of food and water began to dwindle, the pain in his stomach and the dryness of his mouth wracking him with pain. In these visions he saw a man, garbed in black and white, with hair of green, and wise deep eyes. He was lost in these eyes, and his consciousness faded into the black of the figure's robes.
2 days passed, he awoke, to find himself deeper in the desert, but surrounded by life. An oasis. His eyes widened for his throat no longer felt parched, and he felt at least moderately full for the first time in...how long had it been?
Looking around his eyes rested on a familiar visage; robes of black and white, hair of green, and wise deep eyes. Upon a boulder, next to Seirin, sat the man from his visions. "Finally the boy wakes, lost in a desert, and at the side of a stranger," the man shook his head, a strange wisdom in his voice despite the youth in his features, he looked no older than 20.
"I...Who?"
The man seemed to laugh slightly, though the serious remained in his eyes "you may call me Ningyai. Though, you are being rather rude, I do not care so much, your name is your own." The ma- no, Ningyai looked away from him and back to the large pool of water down the slope and in the distance. It was mere meters away, but Seirin had no intention of going for some, he felt...comfortable where he was. "How did you find me...this place? I'm not still dreaming am I?" Ningyai did not reply and so Seirin simply turned away with a slight frown.
"The Kamengeki clan are your kin. I ought return you." Seirin's eyes widened and he looked back to the man, how had he known his clan name? Then he realized he was wearing their symbol. Casting his eyes down he mumbled "as if that'll do me much good...I'm useless to them." The man rose from his seat and turned his back to Seirin "In that case, you will learn. I can feel the whispers of the Fuujin through you." Fuujin...wind god? Why would the man say something like that.
It would not take long for Seirin to learn more about this Fuujin, a god that the mysterious man was allegedly the avatar to. The two traveled together for years, facing a great many dangers as Seirin passed test after test under his new master: Ningyai.
The final years among the 12 they had been side-by-side progressed and the two became quite close. Seirin finished his tutelage under Ningyai, the Fuujin no keshin(Wind god's avatar). The two traveled together several months more, but Ningyai knew he had yet to show Seirin one last thing, so they two fought, but this time they fought seriously.
History will likely never know the outcome of that fight, but that is hardly the point. It is only important that Seirin survived and that following the battle he began to head back to where the Fuujin called.

It took him a year, so far had he traveled, to return to the desert from which he had originated. In this time he gained what would become his signature weapon(s): the Kūkyo sōseiji. As he traveled with them, he learned the art of their use till finally he arrived in Sunagakure, the village he had once called home. No one recognized him, but his head-protector, clan symbol, and a few other key details allowed him entrance and acceptance. In the years that followed he reestablished contact with his clan, but to his disappointment, his parents had not lived long enough to see him truly blossom into what he had now become. For, even after only 4 years, a chuunin exam, and several missions, he managed to secure a position as the Kazekage's right hand man: the advisor to the village.
Life moved on, duties and responsibilities were many, and friends were rather few on his part. He had changed much since he'd been lost in that desert. However, he did not truly understand change until a strange man deceived him on a particularly important mission. This man's name was Shin'ō and he eventually came to tell the advisor a great many things.
Among these things was one discovery that removed from him all doubt, for long had it been that he saw the systems within his village act in strange and...suspicious ways. The discovery of a single document, more a scroll of sorts, within the deepest, best guarded, and most hidden place of the village, drove him to drastic measures. He let the ideas within the scroll ruminate and replay in his mind almost constantly, practically plagued by the information and the fact that those he served had no idea that they were being lied to, that they were tools to another.
The winds shifted, and it was in that moment that Seirin knew that the Fuujin had called him to a new cause, a new purpose.
He left the village, taking the document with him, and vanished into the world beyond.
Since then he has done much and has become a key player in the formation of a new, truer, order in the world. In the scope of Qui Languidis he serves as advisor to the Utsurokage, as well as a key player in the take over of Sunagakure. Within Shin'ōgakure itself he manages the tutoring of Qui Languidis' troops in the arena of tactics and the mind. He is said to be the best tactical mind in the world, or at least among the ranks of such.

Kūkyo sōseiji(空虚双生児 'Vacuous twins').
Description:
Blades of hollow chakra infused metals forged with similarly infused wood and metal staves with a connection in their centers. These are two short-lances made into one deadly double lance. The entirety of the weapon contains a hollowed out portion which links to the tiny ventilation pores in the weapon. This makes his lances idea for two different things. When linked together they become incredibly sharp, but conversely when wielded as two separate entities, the lances amplify jutsu that flow through them, particularly fuuton techniques. This makes them ideal weapons for Seirin.

Description: This technique is a set of seals that are inscribed between his shoulder blades and on the backs and palms of both his hands. Once activated, this seal latches onto only wind chakra in the surrounding 30 yards and locks it into a set surface area. This allows the user's chakra to become immune to sealing techniques while externalized unless all of the seals ont he user's body are disrupted. This technique does also allow the user to change the shape of the 30 wind chakra, meaning it does not have to remain in a spherical formation.
Weakness: With each disrupted seal, the user loses a portion of chakra as well as some of their control being sacrificed. The technique has no application beyond assisting Seirin in the use of his Fuuton - Haiiro Shidō. The seal's containment area can be disrupted by A rank fire jutsu, or focused B rank fire jutsu, but only for a brief period of time.

Name of Technique: Fuuton - Haiiro Shidō(風遁 - 灰色指導 'Wind Release - Grey Guidance').

Description: While his master, Ningyai was capable of manipulating wind purely by using minimal amounts of chakra to shift pressure differences, Seirin is less skilled. As such he created his own techniques to manipulate air currents. Fuuton - Haiiro Shidō is activated in a space of 4 seconds in which the user activates Shimyaku, focuses their chakra, and then sends it out in a wave of wind. This chakra covers a 30 yard hemisphere with the user as the central point. The chakra is bound to them. The user externalizes around 15% of their chakra with the use of this technique. This chakra is thus effected by Fuuton Fuin - Kaze Jōmae and it allows the user the ability to precisely and almost subconsciously manipulate the surrounding pressure systems via their wind affinity. The surrounding wind gains a unique feature, becoming a strange greyish coloration and gaining an increased cutting potential due to the augmentation of the user's chakra.
Weakness: The area within becomes a haven for fire jutsu, as the amplified air will actually strengthen a fire jutsu by a whole rank's worth of destructive power, but will simultaneously cause the jutsu to lose its stability/complexity. The technique takes a tiny amount of additional chakra continuously to allow the user a constant flow of commands into their area of control. Requires intense focus.

Type of Jutsu: Ninjutsu/Taijutsu.

Description: This technique allows him to augment his body so that he can use his limbs like blades, or he can send blades of wind. The blades of wind created by this jutsu are considerably more dangerous than normal wind attacks due to the fact that the wind within is constrained by pressure and flows in a circular manner meaning it cuts at high speed almost like a chainsaw. He can also utilize this technique through his weapons which increases their cutting efficiency greatly (around 20%) as well as their range.
Weakness: This technique is fairly predictable in terms of the wind blades and the air around the user's limbs tends to be rather distorted by the altered air pressure. The user cannot keep the wind blades around their limbs for too long without them dispersing so it is best to simply utilize them when needed. This technique can only be utilized when Fuuton - Haiiro Shidō is active, or through his lance(s).

Weakness: This technique can be spotted by distortions in the air and/or things being disturbed by the wind and such. Skilled users of particular sensory jutsu can also see the formation of these jutsu. This technique can only be utilized when Fuuton - Haiiro Shidō is active.

Description: Shimyaku is another testament to Seirin's mastery of wind and his own body as well. The technique was created by his master, Ningyai, and later taught to him during their travels. This technique basically causes the chakra within his body's chakra system to constantly be in the state of pure wind release chakra. This means that his chakra is not actual wind but is more gaseous and thus flows through his chakra system faster. It is much more difficult to block his chakra system. Additionally since his body is permeated with figurative wind, he is capable of utilizing both Sesshu no Fuujin on himself and his clones, but also utilizing the majority of his other techniques. This and Sesshu no Fuujin are the very basis of his power and style. However, unlike his master, Seirin can deactivate and activate this technique. It's normal state is inactive.
Weakness: The reason for this technique's name is due to the fact that the user's body becomes much lighter than normal in addition to being more easily damaged. This makes fire type jutsu extremely effective against Ningyai as the amplification on his body would essentially cause combustion inside of him. This technique does not take chakra in and of itself, it simply transmutes it.

Weakness: The technique requires focus and the use of Fuuton - Haiiro Shidō. Water affinity jutsu are effective against it. Or one can simply take any of his metal weapons.

Description: By activating Fuuton - Haiiro Shidō, focusing the chakra around the Kūkyo sōseiji, and utilizing the 6 hand seals of this technique, Seirin can cause the lance to gain an additional effect. The chakra is continually channeled through the weapon(s) causing a strong resonance and friction and their range is lengthened by at least 3 feet per blade. The chakra can be extended off of the blade(s) further and sent up to 60 yards away only to retract backwards once it has nearly reached its maximum range.
Weakness: Limited range, while big, does have an effect on this technique. If the chakra is forced out of range he will lose all of it and have to reactivate Fuuton - Haiiro Shidō. The technique obviously has the normal affinity weaknesses as well as the channeled chakra being a natural conductor (lightning and fire).

Name of Technique: Fuuton - Teikiatsu mori no(风遁 - 低気圧铦の 'Wind Release - Cyclone of lances').
Type of Jutsu: Morijutsu/Ninjutsu.

Description: At C rank this technique utilizes 4 hand seals and causes several pressure systems to be locked around his lance(s). This causes a sort of vortex to be localized around his weapon which means that their range is upped by 5 inches, their cutting power goes up a rank, and getting within 3 inches of the lance(s) can cause minor cuts while getting closer will cause additional damage. At B rank this technique increases range by a total of 7 inches (adding 2 inches to the original 5) as well as making cuts occur at 4 inches rather than 3. Finally, at A rank this technique gains its ranged capabilities, allowing Seirin to manipulate his lance(s) at a maximum of 15 yards away. While he can thus manipulate them to fight at a range, he much prefers to focus his chakra into them and then use the cyclones around the to propel them at immense speeds towards a target as projectiles. Upon piercing, or even being blocked, the cyclones will be released from the lance(s) and forwards to go through defenses. If pierced the damage is increased greatly and is caused mostly in an internal fashion. The lances move at about twice the speed of an arrow when thrown.
Weakness: Limited range. Normal affinity weaknesses. A rank requires Fuuton - Haiiro Shidō to work. The A rank form of this technique is wholly linear. C rank lasts for up to 4 minutes; B rank lasts for up to 3 minutes; A rank lasts for up to 2 minutes.

Name of Technique: Tsumetai rakka - Shinkō kaen(冷たい落下 - 新火炎 Falling cold - Rising flame).

Description: Using Fuuton - Haiiro Shidō, he creates high and low pressure differences in a column which form hot and cold. Once this occurs it takes approximately 15 seconds for a tornado to suddenly rip from nowhere thus creating a violent suction towards itself. This technique's formation is more destructive than the aftermath as if it is used directly on someone or something, it can effectively tear it to shreds in an instant. On people this tends to make them go unconscious if they are in it's center which is ironically the calmest place. As this technique continues on, it becomes larger and larger destroying things as it passes through/over them.
Weakness: This technique should not be used in close proximity to allies or anything that the user does not want to destroy/damage. This technique cannot be maintained for any duration above 5 posts as if it is it will become uncontrollable and dangerous to the user. This jutsu has a 4 post cool down time. Additionally, the technique takes around 8% of his chakra with each use and a target can feel a shift in pressure differences around them before its use.
