Aw. The thunderstorm presents the perfect way to introduce him, and he'd be a huge help with the electrical stuff.

Username: inFamous2012
Character nickname: Cole MacGrath
Gender: Male
Appearance:
Personality: Cole is a man of few words. He hardly ever speaks, and when he does, what is said is usually worth listening to. He tries to limit his profanity, but sometimes, when he's really stressed or angry, a few slip through. He absolutely hates harming the innocent in any way, and protects them fiercely. He has no problems with killing to protect the greater good.
Skills: Before being sucked into the internet, he didn't really have any notable skills, aside from gaming and being good at academic work.
Master free-runner. There's very little he can't climb or run across.
Extremely good with directions. He's never gotten lost in his life.
He can survive falling, no matter what the height is. Even if it's from hundreds of feet in the air, he can survive it. The game makes it very clear that this is, in fact, one of his many powers.
Induction Grind: If he jumps onto a wire or something of that nature that's charged with electricity, he'll grind along it at high speeds. He also absorbs power from it as he does so.
Energy absorption: He can absorb electricity from anything just by willing it to happen if he's within five feet of it. This includes the neuroelectric energy that powers the human body. This heals his injuries and gives him more energy to use.
Lightning bolt: Cole can shoot a bolt of lightning from the palm of his hand.
Megaton Hammer: Cole produces a self-propelled packet of electricity from his hand. If he zaps an enemy with a lightning bolt, the packet will home in on the zapped enemy. When it hits something, it explodes like a rocket. This is basically a rocket made of pure electrical energy.
Shock Grenade: Cole throws a packet of electricity that explodes a few seconds after hitting the ground. If an enemy is weak enough, it's restrained by hardened electrical energy located on each limb, completely restricting movement.
Shock Restraints: If an enemy is injured too much to be considered ambulatory, Cole can restrain them the same way the Shock Grenade does to weakened enemies.
Pulse Heal: Should an innocent be injured, Cole can simulated a defibrillator by forcing a large electrical pulse into the civilian's body. This heals all physical wounds, but diseases and mental illnesses are not affected.
Immunity to all electricity-based attacks and injuries: Cole is unaffected by any negative effects based on electricity. He is a living battery/conductor, and electricity flows through him as though he were made of metal. Even being struck by lightning would only make him more powerful for a short time.
Static Thrusters: By emitting static electricity from his palms, Cole can glide for a short time.
Bioleech: A power that Cole despises, and hates using. This is what allows him to suck the neuroelectric energy from a living thing, healing him and giving him energy.
Overload Burst: If Cole charges the lightning bolt, it can flow through conductive surfaces and shock any enemies within the conduction radius, which is about five feet.
Shockwave: Cole can release a wave of static electricity from his hands. Enemies caught in the blast float for a few seconds, disabling them.
Thunder Drop: Whilst falling, Cole can release energy and, when he hits the ground, cause an explosion of electrical energy.
Electrically enhanced melee: Cole's melee abilities are enhanced with electricity, giving his punches and kicks a bit more damage than they normally would.
Precision: Cole's vision zooms and time seems to slow for him. His lightning bolt becomes thinner, and can shoot through small spaces easily. This takes up a huge amount of energy, however.
Other: With all these powers, come some pretty hefty disadvantages. This guy is pure damage. He can't really take much of a beating other than fall damage. He can't set foot into water without causing serious harm to himself (water and electricity don't mix too well; what hurts him is the superfast drain of electricity from his body, not the shock itself). In areas without power or some sort of electrical charge, he experiences discomfort based on the amount of electricity in the air. The discomfort is inversely proportional to the amount of electrical energy in the air. But without electricity in the air or an internal charge, he'll be pretty useless, and would only be able to access the powers that don't consume internal energy. These would be lightning bolt, pulse heal, bioleech, energy absorption, induction grind, shock restraints, electrical melee, and static thrusters. His body literally depends on high voltage and amperage electricity to function properly.

There was even going to be a party for you. A big party, that all of your friends were invited to. I invited your best friend the Companion Cube. Of course, he couldn't come because you murdered him. All your other friends couldn't come because you don't have any other friends, because of how unlikeable you are. It says so here in your personnel file. Unlikeable. Liked by no one. A bitter, unlikeable loner, who's passing shall not be mourned. Shall not be mourned. That's exactly what it says. Very formal. Very official. It also says you were adopted, so that's funny, too.

I removed some of the side effects. Now it's approved.
Oh, and are you sure you want Steve out? I'm about to remove him from the character list.
One who lacks power is pathetic. One who wants power is normal. One who has power can be scary. But one who craves power is dangerous
Those who say knowledge is power have not seen what wisdom is capable of
It is not power that corrupts, but corruption that empowers
Limitless power is glorious until you gain limitless understanding
Oh. That makes him more useful. And yeah, I'll drop Steve. Cole's more than enough to replace him. I guess Gaige could help out with the electricity, since Cole can't make an entrance yet. When we get to Torn Between the Rift, think there could be a storm? I have a really cool intro in mind, but it requires a thunderstorm to be possible. We're almost to the Crucible piece, aren't we?

On second thought, I'll keep Steve in, just for Minecraft. He won't be travelling to another world, though. There could be two Steves, and that wouldn't be altogether unusual for him, considering there's multiplayer for Minecraft and, as a result, up to 64 Steves could be in a single world, depending on the settings for the server.

Why won't Steve travel to another world? Will he choose to stay in Minecraft, or do you plan on killing him off there in some way?

Not necessarily. You could make your own storm appear for his entrance, then have it vanish.

Yes. We just have to travel through Wep-Keer and go aboard the Ark, then defeat the fiend Yami within

He'll choose to stay. In his opinion, his world is already big enough as it is, being 7 times the size of Earth.

I'll just have the storm blow in and stay a while. Cole doesn't have weather manipulation among his powers. He's really just an electrical conduit at his very core. His species is actually not human. He's really called a Conduit, as in a path along which energy can travel.

Aww you've come to rescue me! Thank you! ^o^ and btw just one punch from that thing is probably enough to crack through the barrier, actually. And due to his size he may or may not have to squeeze himself in, but it can be done.
