Base Facilities. These are the starting types of facilities one would build their base with. Research will unlock more, and some facilities may be made available for the asking.
Craft and Vehicles: This provides a listing of the starting vehicles. Not that these are very generically laid out. What you actually have is according to your preference and location. For example, in the USA a Light Interceptor might be an F-16, a Medium Interceptor an F-18 and the Heavy an F-22, where in Russia they'd be Migs or Sukhoi's. The same goes for tanks.
World Market: This is where you hire your people, buy your equipment etc. Like the Craft and Vehicles it has a degree of localisation, at the start a US base would use M4s for their Assault Rifle, where Russia would use something like the AK-74.
Other than peoples hiring costs and salaries (XCOM pays very very very well) which are paid monthly, the rest are once-off costs. (Unless you need to replace them. A Soldier killed by Heavy Plasma will need their kit replaced for example)
Also people will notice that except for salaries for people no costs are listed, this is simply because Recycled Human and I haven't discussed that yet. But be aware, between 1-5% of your Budgets are going to be permanently assigned to keeping your men loaded with munitions, you craft with fuel and so on.

Oh, and for some people, the columns do scroll to the right to reveal other important information. (For example on the Crafts and Vehicles you'd have to scroll to see the tech level and troop capacity of a vehicle or aircraft)
I think the only experience I've had with anything xcomish was one of the scenarios in Civ2
Scavengers.
Where is Recycled Human, at this rate I may have to kickstart this myself just to make sure it happens.
