if I was a neighboring country and had gunned down aliens believing them to be invaders then yes I would send undercover agents to the city to learn what I could.

straight out fighting would be the last thing I would do to protect my people but then negotiation would soon follow as to the aliens powers being used by gun is a high possibility in my eyes.

probably not. Just watching and talking to contacts in the system most likely. Possible sneaking in and hacking computers if they are good enough.

Well the GUN beetles do have recorded videos and stuff when they were battling Sonic and them, during the time they were trick by Eggman : /

That and GUN would keep their mouth shut, but the civillians in station square would be gossiping and telling their friends of their experiences along with mosnters and Metal sonic killing their friends and family ^^;
