A lot of genjutsu are started through the eyes. It's not illogical that Ikuza taught Sota not to look a stranger in the eye.
I don't look people in the eye when I seem them in real life. I sorta glance at them and then look down because staring at people is weird. And looking at a monkey does not mean he's looking at Junko's eyes. I presume it has to be direct, right?

@Sota: You have to see them. Staring into peoples eyes is weird, correct. But, if Sota's brain registers Junko's pitch-black eyes, he'll freeze. But, I'm thinking of letting it slide. It might be more fun destroying Konoha while chasing him. But, I'm still thinking.

Also, I was under the impression that he HAD to be looking directly into the eyes.
Is it not a little unfair that you get to insta freeze basically anyone who see's your eyes in any way? At least if it's direct vision that's one thing, because you didn't have to look into the guys eyes, but that basically means you insta kill any two people per day.
Sota, that's like trying to argue that Lyfe is OP.
Everybody knows Junko is absolutely OP and would require a character designed especially to kill him or perfect circumstances to beat him. Or of course any character made by lyfe.
Usee though, I'm not a blunt asshole to people.
And I don't believe he's OP; so long as it takes direct contact with the eyes to get the jutsu across, which it honestly should. Any jutsu that uses something as a medium, like say, the Tsukanomi and Itachi's ring, needs to have that medium triggered before it can be set off. I don't think it would've worked if Naruto had simply seen the ring with on the side of his eyes.
