It's not explicit, but is this occurring on Earth nowadays or alternate planet? It's been bugging me since I started writing names down and was wondering if I should scrap all the references and such.

It is on Earth, but most of the cities and regions will be completely alternate. For example, I may say "Somewhere on the Eastern Borders of Lithuania," then name a bunch of cities and regions that absolutely do not exist. Do not expect to see major cities and major landmarks.
