Hey, guys... umm, in his info thingy it said no one was willing to volunteer... it might be a career district, cause that is the only districts that volunteer. Since district two is out it would either be District four: Fishing, or district one: Luxuries.

since district four doesn't have volunteers that much. Also some ships send cryptography messages and stuff.

Bela's probably right though. District 10 rarely ever has any volunteers. So does 11 and 12. I know this is tesserae, but it kind of emphasizes my point....
