    Naruto: New World Order IC


    Prologue:
    "A man who is good enough to shed his blood for the country is good enough to be given a square deal afterwards."

    There was a time before the construction of Villages, before the election of Lords and Village Leaders. A time when ninja roamed free. However free was a loose term. As what dictated the lives of these ninja was a brutal pattern. A system of dog eat dog. Ninja would fight as clans, and the weak would die while the strong would live to give birth to a legacy. This all changed when the Sage of Six Paths came. You see, after the time of the Sage of Six paths and after the numerous villages that came along with the Sage, a system was adopted, and the land was divided. Each clan would split into their own land, and form their own Country establishing their residency and name. Soon, it came to be that the five major powers were Iwagakure, who was heavily reliant on it's strong, rock-hard, and natural stronghold. Kumogakure, for it's Lightning affinity which allowed them powerful technology. Kirigakure, a land flowing with cultural and renaissance, where their fertile lands boasted them numerous resources. Sunagakure, where only the strongest, most intelligent, survivors of the harsh desert would live, to only become stronger. Konohagakure, the largest village in numbers, giving it power in most aspects with it's various tools.

    But when civilization and peace were consigned to oblivion, the first war broke out.

    During a public acquisition, the First Raikage was assassinated by a group of highly trained criminal ninja. The assassination sprung lie into a massive, wildfire known as War. Following the assassination, Kumogakure took its elite troops and declared war on neighboring countries around Iwagakure. A few months later Kumogakure had declared war with Iwagakure, and the Tsuhcikage would not be pleased. Thus Iwagakure banded together with Kirigakure, Amegakure, and Konohagakure as her allies and created an alliance to sever the head of this snake. Each country joined the fight for separate reasons. One of the most remarkable was Konoha's, which happened after intercepting a telegram towards the Land of Whirlpools that persuaded them to attack Konoha. However, Kumogakure had formed a Triple Alliance of it's own, from its neighboring villages, and took to battle against the Alliance. The first ever Shinobi World War would be known as the “War to End all Wars”. A war of this size would not go without bloodshed.

    The war would leave it's bloody sword on the land for a long time.

    After a few bloodied, explosive, and arduous battles the Iwa-Kiri-Ame-Konoha Alliance pulled through and won victory over the Central Powers. During their victory, the Alliance agreed to limit the power of Kumogakure to prevent future wars, through the use of a treaty known as “The Treaty of Hephaestus”, which severely limited Kumogakure’s military and forced heavy reparations.

    Little did they know history has a sense of repeating itself and instead of preventing another war they would begin ever growing tensions for a new war.

    Present Day:
    "As long as there are sovereign nations possessing great power, war is inevitable."

    War was no longer a threat years after the first Shinobi war as tension blew over and it seemed as though the world wars were in a time of peace. However this wasn’t the case as Kumogakure was still suffering from the Treaty of Versailles which led them into a steep depression that seemed to have no end. Poverty washed across the streets like a plague, starvation was at an all-time high as civilians struggled to provide for their families as they slowly perished and died. Jobs along with money seemed to fade into nonexistence. However there was one man stood above the rest and took action right to the heart to his people. Hope and anguish is what fed this brave, powerful, luring man’s dreams to rebuild his country. Not with weapons or ninja, but with word this man fought, his speeches and presentations of the injustice directed toward them from actions of a previous war drove them.

    Words seemed to be the key to his rise, Kumogakure had a voice know and that voice would soon spark a rebellion. Building up their army and slowly beginning to dominate neighboring villages within Kumogakure, their city raised increasing profit and reviving their will to fight. Kumogakure secretly began to build an army and to test the composure and quality of his increasing army their new Raikage took it into his own hands to host the Chunin exams in his country inviting each nation to visit his broken down country beginning to stand on their own two feet. In other parts of the world countries faced instability as well, most popularly Konoha. Konoha had slouched into a depression of their own no food, no jobs, and the economy slowly decreasing. Their own silver lining arrived as the face of Hokage who announced several deals to treat the crisis at hand such as the “New Deal” and other policies to combat their depression. War was on the rise and another trouble was on the rise one that would seek to destroy the Shinobi world and lit the flame that would spark the next Shinobi war.

    You are one of many people -- One of a million others -- and you share something in common with many others. You are a shinobi. On the day where many gained a new rank as chunnin, men in cloaks made a threat against your world. You have been cast, unprepared, into a war between Gods. Will you rise up and become greater than these monsters? Or will you become a monster yourself, and join them in forging a world of greed? Whatever choice you make, remember, these are your choices, your resolve, and your ninja way.

    The chunnin exams where over, Sean had not found them particularly difficult to do apart from the first one, he was smart but them questions where confusing.

    The exam part of the Chunnin exam was filled with extremely difficult questions that simply increased in difficulty, Sean managed to answer three of them before it ended, as it turned out the exam part was simply a psych test to see if you had the nerve to stick around even though the had said you cant take it again if you failed.

    The second part, the scroll hunt was rather easy due to Tyron's Raven form, he simply flew over the ground and when he spotted a group he flew back to Sean and his group and informed them of the positions, Sean dismissed Tyron and his group headed over to the position that Tyron had told them to head to and they ambushed the group before stealing the scroll from the unconscious enemys body. It had only taken two tries to get the scroll they needed.

    The third part of the chunnin exams was the battle and this was not much harder than the scroll hunt, he used his hidden mist jutsu and made four water clones than then sent water cloaked kunai in five directions, when they heard the cry of pain from the opponent they headed in that direction, setting up in for corners of their enemy before disaparating the mist and throwing the explosive tagged kunai. The target reacted perfectly by jumping above the four clone and avoiding the explosive trap, running right into the trap of Sean and his Water Release:Gunshot, they took the gunshot directly to the chest and it was simple to make a water clone dog pile until they lost consciousness though lack of air. Sean liked the finishing touch of a water clone dog pile, it was improvisation since it did not look like the opponent was completely finished by the gunshot and needed something a little more to send them into the realms of blissful sleep.

    "This was rather fun" he said to himself as they announced him as the winner of his fight.

    Iza had been assigned to guard duty, her eyes a valuable tool for protecting the Hokage. Not that he needed it really, despite the many enemies Konoha had acquired throughout the war it was still a powerful nation and their leader was no exception.She remembered her discussion with him before they had set off, his at ease manner making the young kunoichi feel completely safe despite them discussing how to deal with someone trying to kill him. "Now remember should trouble arise don't do anything to drastic, you will be there to alert me to trouble and support me" he said with a warm relaxed smile. Iza had politely reminded him it was her job to protect him, not to allow him to do the fighting but she could tell that the man before her would never allow that to happen.

    The Uchiha sighed as she made her way to the viewing area, she had been instructed to meet him in the kage viewing area where he would be escorted to by the guard on duty before her. She showed her identification papers and was allowed to enter the kage viewing area up the stairs over looking the arena. She scowled when she saw he wasn't there, he was late though that wasn't surprising. He had likely gotten into a conversation with someone or was giving some last minute advice to a Konoha gennin. That was Sadao Kurushimi for you, and it caused his guards no end of stress.

    Sojiro let out a heavy sigh. His breath was musky and smelled like strong sake. "You know, I bet the Chuunin exams are ending just now. You could have been there and won, you know." Sojiro shrugged his shoulders. He didn't care personally, but he liked irritating people with suggestions.

    Sojiro rode on the back of a large black wolf. The wolf was leaping across a large field on the edge of a forest. A short growl escaped the animal's jaw. "It's just a forest, you don't have to warn me..." Sojiro grumbled, knowing fully well the animal couldn't hear him. He made a strange signal with his hand and the wolf continued forward into the forest.

    Sojiro wasn't alone. A small, lithe boy with bright red hair was behind him on the wolf. He seemed to be sober, as opposed to Sojiro who was obviously drunk. "It's just a tournament. You wanted to come here anyways. I can always get it in a few years. It's just a ranking, you said that yourself. ...Idiot." The boy replied.

    Sojiro turned behind him to face the kid. He looked clearly angry, but suddenly burst into laughter. "Ahh, true, very true." He lifted a large hand and let it fall onto the younger boy's head. "You know where this is, kiddo? It's the forest of the waterfall. Rumor has it that some of the dark ninja reside here. Enough to send a shiver up your spine right? Ha, no! I wonder if the rumors are true. I'd love to meet one. Share a drink, maybe?"

    Near, the boy with the red hair, made no reply. He seemed to only be along for the ride, but deep down he was rather curious himself. Everybody had heard of the growing dark ninja with strange powers. Meeting or seeing one was on his list of things to do before he died, apparently just like Sojiro.

    They were far from their village of Amegakure. Their wolf had packages and sacks filled with mostly food and drinks for the travel. They had heard rumors of some of the wanted assassins living in this very forest. Sojiro hoped to find and meet up with one for his own amusement. He figured that, if worse comes to worst, he would at least try to visit the Hidden Waterfall village and pay it a visit. He loved exploring, and hoped to go to every major village before he died.

    His long, black pony-tail flew in the wind as his wolf passed from limb to limb. Although drunk, he was still himself. He was just going with the wind.

    -The 7th Mizukage - Tsusha Motoru

    It was the beginning of the exams, and Tsusha had arrived, just a while after his genin representatives. As he entered Kumogakure he was immediately greeted by one of the Raikage's men. Tsusha and his assistants were escorted to the Kage Lounges. Tsusha entered first and took his seat. He sat in his seat, and sat straight up, which he usually doesn't do. He was about to observe his students, and other genin from Kiri participate in the exams and challenge other shinobi. He hoped the shinobi from Kiri represented him well, and he was sure they would. Before the exams began, Tsusha looked over to where the Hokage was supposed to be seated. A millions thoughts ran through his head, and something inside of him felt like starting something that would probably never end, but Tsusha hesitated. He closed his eyes and sighed after scoffing at the Hokage in disgust. "Trash" Tsusha whispered under his breath, and looked back onto the arena.

    After hours of analyzing, and watching he was proud to see how much the genin in his village had grown and matured into fine shinobi. The future of Kiri's combat forces looked promising. Not all of the genin from Kiri earned Tsusha's approval, but many of them did. He turned to his assistant, and asked him to ask the following genin to meet him out front the arena: Zuke Kasko, Kujin Charatsuku, Havoc,and Sean Kabal. The assistant nodded, and immediately disappeared in a plume of white smoke. One by one he rounded up the genin, requesting their presence outside of the arena where the Mizukage would be waiting, thoroughly impressed with what he saw.


    -Kujin Charatsuku

    Kujin fell to his knees panting. 3 Kunai Blades fell towards the earth, but disappeared in a yellow light before even reaching the ground. Kujin looked up at his unconscious foe, and grinned from ear to ear. He had performed well in all phases of the exams, and paired it with a strong finish against a piece of Konoha trash. He was sure the Mizukage would be thrilled. His final opponent was a trickster, but Kujin was able to adjust and pull out the victory. "I wonder how Havoc did.." He stood to his feet after the proctor proclaimed him victorious, and began walking towards the exit of the battlefield. Before he could reach the exit, the Mizukage's assistant appeared before him. "Lord Tsusha requests you out in front of the arena Kujin." Kujin was shocked. He didn't know what to expect, but only hoped it was something good. Even though he was tired, the sheer excitement and adrenaline allowed him to run out of the arena towards the Mizukage's current position.

    Seans clones had been dismissed and he was now stretching, it had been a long couple of days and he could not wait to sink his teeth into some food, maybe a barbecue with his Genin friends and then they could all go to sleep and do sleepy things like sleep.

    His wishes where interrupted and shattered by the Mizukage's assistant, he had requested him out in the front of the arena for what ever reason. Sean sulked due to his now lost barbecue but followed the assistant anyway.

    Galan watched as his last of the Sound Genin of the three that survived until the last part of the exams. Four others were in the hospital. No one of them died he thanked the gods out there for that. he sighed this was a brutal year and one of the ninja a young man named Malin was lucky to be alive after being nearly killed by a strong ninjutsu from a sand village genin. "I told you to be more careful out there....You disgraced our village by being fools but I congradulate you all for your efforts and that you even got here i'm proud to be your repersentative." This was uncharacteristic of him and the wounded and brused genin, maybe soon chuunin, looked at him in shock as one asked "Did we make it?"

    Galan responded by saying that it was possible but then he had them all go to the hospital. These exams were brutal just like every season he wondered which out of anyone would be picked to do so. He leaned back against the door as the Genin from the Sound filed out and left to get checked out by a medic. The Sound logo etched into his village's headband was on his head and he was wearing his gray vest signifiying his nation's colors. He wished a Jonin could have handled this more but so be it he would not let his village or fellow students down. After they were gone he waited to see if any messagers would come for him and took a nap on the chair given to him by the hosts of the exams.

    The 6th Tsuchikage - Hachi Kamizuru - "The Man of Steel"

    Kumogakure... A village that seemed to be on the verge of destruction less than a year ago. But now, it was rising. Hachi could see the once deranged roads... Now paved an clean as civilians strolled across them with happy faces. This was a growing village, and this was the greatest insult to Hachi that the new Raikage could have thrown his way. How long had Hachi been waiting for Kumo to fall? How long had he been waiting to claim this village as his own? How many times had he imagined himself strolling down the streets as a hero to the dying crowds. But now he could see this new Kumogakure tearing through this illusions of grandeur. But maybe this was a good thing. Maybe Kumogakure would become a great military force... Maybe it could still serve a purpose. Everything has a purpose. The strong and worthy are above the others. Even if all society is equal, there are only some who deserve power. Hachi thought, folding his hands in contemplation.

    The chunnin exams were interesting... The battles had been relatively brief, most ending in a victory for Kumogakure. Hachi was disappointed to say the least. Kumo had defaintly proven it was worth watching now... But was such a nation a threat to his own? Of course not, nothing could ever challenge Iwagakure. Iwagakure was a nation impossible for others to invade, easily making it the mightiest nation of all. But Hachi was still worried in the back of his mind... Still, at least he wasn't going to be the only village leader disappointed in this turn of events. The Hokage and Mizukage would probably be annoyed in some way.

    "Find the genin who passed the exam and became chunnin." Hachi said, speaking to his aid. "I want to congratulate each of them for their accomplishment. Then I will need to deal with politics." Hachi muttered, his eyes narrowing at the thought of cheerful conversation with the other villages. But he would have to deal with such inconvenience... It was for the good of Iwagakure after all. Hachi could deal with anything if it put Iwagakure in charge.

    Chunnin - Koo Koo

    Koo was alone after the exam. He had succeeded... It wasn't something to brag about really. He had merely tricked his enemy with a pitfall and then threatened to drop rocks on him. It wasn't as much an accomplishment as it was clever planning. And even then, it was a very basic trap that hadn't taken much planning. So the whole experience had been dull. But then again, he had been placed against a genin from Suna, who seemed to be distracted throughout the whole situation. But Koo wasn't a fighter, he was a transporter, and that was so a much more crafty art than merely punching the guy you don't like.

    "The Tsuchikage wants you to meet him in his office." a ninja said, approaching Koo. The ninja was a member of Iwagakure, that much was obvious from his style of dress. Koo nodded, perfectly aware of how the Tsuchikage would want to boost moral by congratulating those who had passed the exams. It was the task of Iwagakure to be the greatest nation after all.

    Kamiria was actually quivering a little after having witnessed the battles of the Chuunin exams. It was quite the shocking display of power and technique. She hoped no one was wondering how she compared to them.....prepared to judge her based on whether she could measure up to the newer Chuunin and Genin. She dispelled such thoughts as usual, she needed to keep a measure of calm so as not to go spastic in public. But the person she was, she couldn't drown her suspicions and fears for very long. She was always wondering which person would suddenly decide on using their weapons and Jutsu for a little cruel fun, or who would turn out to be one of those storybook villains that preyed upon the weak and the vulnerable. But she never let such thoughts show, she simply smiled and hoped that would appease any that looked upon her. But when she found somewhere to be alone, she let out an exasperated sigh and lay down. "Ugh.....if only I could crawl into a hole somewhere...." The fearful Kunoichi was not truly cut out for this life. She functioned well enough when she had to, but overall she didn't much like this life. But it was the only life she knew....

    An abandoned warehouse, not far from Amegakure, lay bare and empty, with cobwebs forming on every nook and cranny, spiders crawling and hissing silently while rats seeped through and under empty crates and forgotten belongings. The door opened slowly, whilst all the rodents and insects within the warehouse looked over for only a second to acknowledge the man opening the door. Or, rather, not a man, but very much a child. At the very least, he looked like a child. The life of those who reside in the warehouse know much of this child's visit, having seen him constantly come. They ignored him and went back to tend their own business. As the child walked, rodents parted under the crates or away from the child's line of path, while spiders climbed back onto the supports of the warehouse.

    Eventually, Kazou made it to the other side of the warehouse, his eyes shifting around. He turned to look at his younger brother, seeing if he still followed, as his hand placed onto a peculiar spot in the darkness of the warehouse. The sound of stone colliding against stone, a hidden entrance began to open, showing it's secrets as a stairway leading into the ground was revealed. Kazou made his way down, using another wall-planted pressure plate to seal the entrance once more. Down here, the area was grander. It was a morgue of sorts, with hollowed out bodies all residing in locked cases or covered by a thin sheet of cloth. Deeper within this chamber were archives of organs, large cylinder-shaped jars with flowing water, keeping the organs intact.

    A seemingly limitless amount of hearts, eyes, lungs, tracheas, diaphragms, every organ of a human body, all labelled accordingly. Kazou turned around, gesturing to Naraku who was behind him. "Place the body on the ground. I'll just extract and hollow him out before we leave once more." The child-like figure spoke, as he pulled out a drawer full of surgical tools. "This will be quick."
