Oh yeah thats right, Purebloods have this like authority over aristocrats, but aristocrats can have powers too just not as strong as a purebloods which is why they are respect (and fear) Kaname int he anime and manga, but tthis is our take on it so we can bend the rules anyway xD

Well, the Kuran family is the most feared because it has the purest and strongest blood of all, and is thus the most powerful.
As for Ruka's power. The wiki talks about her being able to get other vampires to kill each other. Not a general control, just attacking each other basically.
