Rules:
1. I'm only allowing 14 tributes at most, 10 at least so there can be NPCs to kill on the first day.
2. There will also be up to 12 mentors.
3. The ratio for gender will be 50/50. No exceptions.
4. I want to have at least 1 playable tribute in each district.
5. 2 characters per person. If you want more and there aren't enough chars once the IC starts, PM me asking if you can have another and I'll give you a yes or no.
5. Please try not to follow the book. I don't want this to be a copy of the book.
6. No GMing or PPing. I will kick you out if you do so.
7. I will choose the winner of the game near the end. That DOES NOT mean it will be me. It's going to be chosen randomly.
8. It's going to start with the reaping and go through the rest before the games start.
9. Your char can be killed. Especially since only one person will win.
10. Please have fun while you're here.
The plot is for those who haven't read the book or seen the movie. This will take place during the 25th annual Hunger Games, the first quarter quell.

After an apocalypse, a country called Panem rose above the rest. Panem is run by the Capitol, where the president and all the rich members of the country live. They control the 12 districts in Panem. The first few districts are still rather rich, but most of them are poor. There was once a 13th district, but it was destroyed after they attacked the capitol. That's when the Hunger Games were started. They have been going ever since.

The hunger games are publicly televised events. They exploit the people in the 12 districts, pitting them against each other and forcing them to kill the others for sport. Only one survives and they go on a tour after the games.

District 1- One of the wealthiest districts of Panem. Its primary industry is manufacturing luxury items for the Capitol. Some of them include diamonds and most likely other precious gems.

District 2- It is where most of the Peacekeepers are trained and weapons are manufactured, but originally specialized only in mining and stone cutting. Publicly it is presented as the nation's stone quarries, just as District 13 was known for graphite mining.

District 3- Their main industry is technology. They specialize in televisions and computers. It is one of the richest districts in Panem.

District 4- One of the wealthier districts of Panem. Its industry is fishing, which is useful for tributes in the Games as they have experience in using nets and tridents, making fishhooks from scratch, swimming, and identifying edible sea life.

District 5- This district's industry is power and electricity. Therefore, this district is responsible for generating the power of the entire nation.

District 6- This district's principal industry is transportation.

District 7- They provide lumber for the Capitol, and the tributes of District 7 are known to be good with axes. It is also apparently covered in large portions of pine forest.

District 8- Its principal industry is the production of textiles and clothing. They have at least one factory that is primarily used for making Peacekeeper uniforms.

District 9- It is the district responsible for grain. It is mentioned once that District 9 has many factories, possibly for grain processing.

District 10- This district's main industry is livestock, such as cattle to provide beef for the Capitol.

District 11- One of the poorer districts. Their job is agriculture; orchards, fields of grain, and cotton surround the district. Almost everything they grow goes to the Capitol, despite their starvation.

District 12- One of the poorest, most ridiculed districts. Located in the Appalachian Mountains, District 12 specializes in coal mining.

District 13- A former district of Panem thought to be destroyed by the Capitol during the rebellion. It is said to be uninhabitable. However, the district is fully operational but hidden underground. They are in agreement with the Capitol to remain independent in exchange not to start a nuclear war with Panem. Its industries were mining graphite and nuclear science/technology. This is the reason that the Capitol agreed to leave them alone.

Tributes are chosen from each of the 12 districts, one male and one female. They are kids between age 12 and 18. They have their name entered every year from the time they are 12. They can also have their name entered more times for a grain called tessera. They can have their names entered once for each family members every year.

Careers are tributes that train for the hunger games for most of their lives. It's not technically allowed, but no one stops them. Career tributes mostly come from the 1st, 2nd, and 4th district and they often volunteer. They usually stay together at the beginning of the games, but near the end of the games, they start turning against each other.

The Capitol of Panem is a fortress city where the wealthy and powerful people of the nation reside. Not only are the Games controlled from this point, but so are the 12 districts. The Capitol is a tyrannical dictatorship that was run by the president. This is where the tributes go once chosen for the games. They are put in outfits made by their district's stylist and team. The outfits have to do with the specialization of their district and after getting them, they are introduced to the people of the capitol.

The game makers control the games. They create the arena where the tributes fight. They also control what happens inside. They sometimes use special tricks to move the tributes closer together and force them to fight and kill each other. Sponsors help the tributes when they need something. They are the wealthy people of the capitol and they choose what tribute to sponsor by the interviews and points they earn.

Interviews are done to get to know the tributes better. The way the tributes act during the interviews can also help them in gaining sponsors. There is also a second type of interview where the tributes meet with the game makers and show off their skills for points. The points determine how strong the tributes are and sometimes how many sponsors they have. The points go from 1 to 12.

An item you are allowed to take along with you to represent your district. It doesn't necessarily have to do with your district, but you can have one.

The arena is the place where the tributes fight. No one knows what the arena will look like until the time they enter it. This one will be a desert with some mountains near the edge of the arena and the cornucopia near the center. The only source of food or water is the creatures and cactus in the desert and a small hidden cave with a spring.

This happens every 25 years. This RP will take place during the first quarter quell. To keep it a surprise, I won't be releasing what it is until everyone has their first post up.

Preferred Weapon: He prefers a bow and arrow. He's rather fast and agile. He also has good accuracy.
History: He'd always been attack by his father and older brothers, always blaming him for the reason they're poor. His mother never really did anything about it, but she did try to comfort him after it happened. His mother died four years ago and he was attacked even more after that. He slowly started to detach himself from the world, talking less and less with other. He felt as though if he got close to someone, they would hurt him like his family. He actually hoped he could get away from his brothers, having them get into the games or getting in the games himself once he turned twelve, perhaps even dying.
Token: A small key charm on a worn brown string, all he has left of his mother. He feels a bit comforted when he grabs it in his hand.

History: He is ignored at home. He has built up anger to his parents because he tried his best for them, only to be ignored. His mother thinks of him as just another mouth to feed and his father thinks of him as a tool to use. Once, he tried to confront his parents, but is just left to do the work.

History: Bella’s family is not unfamiliar with the process of the games. Her sister, Apollo, took part in the twenty first Hunger Games and ranked in the top eight but met her ultimate death at the game maker’s hands by the means of a fire she was incapable to escape and was ultimately burnt to death. Eager to show her own worth, Bella, in a typical career fashion, is one of the crazy few with an actual desire to enter the games.

Appearance: For anyone who had ever witnessed the games before, Bella is the spitting image of her sister, holding the same ebony eyes and dark straight hair. Her face is neither unattractive nor breaktakingly beautiful but holds a striking quality to it that people are unable to describe. For a career she doesn’t match the usual male counterparts of prior years in muscle but her focused gaze give her a startling look rather than body type.

Preferred Weapon/Skills: Bella favours the feel of a spear in her hand and has an undeniable throw on her so favours anything she is able to launch at the opponent, even if it means constructing something with any materials she may have to fit her preference.

Token: Bella’s token shows no significance to her district but instead takes on a much more personal meaning. It was the only thing they were able to scavenge from her sister’s body in her games and was returned to Bella’s family reluctantly. The token itself is nothing more than a silver diamond with the letter C framed within it. The material itself suffered greatly in her sister’s game and the chain of the bracelet is now significantly charred.

History: Charlie was a truibute that had a head start on the hunger games with being a top ranked career. His family wasnt poor nor were they wealthy. He was very popular in his district. As he got drafted to the 21st hunger games he formed an alliance with his partner but they got separated. and he soon found out she had died but during the last battle he had lost his hand and loseing extreme amounts of blood he used all of his might and cut off the tribute form district's head off. After the hunger games the capitol gave him a robotic hand but you can't even tell the difference. As he moved to the victors village he had felt depressed and sadden by losing his love in the hunger games.
