Well...if we use Vanilla, it doesn't. Since it's unblockable/undodgable without a charm. However, 2.5 says it only halves DV applied against it. So yeah.

Since Protection of Celestial Bliss grants a +2 increase to the weapon's DV until discharged for a perfect, I've actually got a resulting PDV of 10, which is halved by Blazing Solar Bolt. Hah, at least the build seems to be working out.
