Background: Mayor Timothy Simons is, for all accounts, a good mayor. His main flaw comes in his recently apparent weak will. The man that used to be seen as the epitome of determination and stout resolve is now, for those in his inner circle, a spineless man almost. From an outside perspective, this seems to be the result of a man who's just tired of office. But, it's much more than that. Mayor Simons is a man who has been spread too thin. With the sudden illness of his wife, a city that has gotten out of control, a police force that's more crooked than a right turn, he's at the end of his sanity. The situation has become recently exacerbated by the black-mail thrown against him.
His rambunctious and rebellious son, Steven Simons, has become a target for New Lillith's crime syndicate world. One fateful night and one bad decision put Steven in the area of buying the New Lillith drug, Speed. Recognized by the dealer, the dealer reported his finding to his head drug lord. His boss told him to keep selling to him and act as if he didn't recognize him. Steven, in his infinite stupidity, never became more cautious about his purchases. On the contrary, in Steven's mind, it was the ultimate "Screw you!" to his father and the world his fathers position had thrown him in to. So he became a regular customer almost. Over the course of 5 months, every time Steven would meet up with the dealer to purchase, unbeknownst to Steven, there was a person in the shadows, snapping a multitude of photos for each transaction. As one can guess, over 5 months, the syndicate had built up a hefty case against Steven, and by association, the mayor himself. Presenting the photos to Mayor Timothy, their conditions, in a cryptic note, were simple: "We want free reign of New Lillith. The police force will become but an afterthought to us, and you won't step in our way. If you do, not only will those pictures be leaked, ripping you from your office and thus your source of revenue. Your son will be thrown in jail. And now that you know of your sons little "activity", you'll also be incriminated. And if worse comes to worse......well, we've always been good at making things disappear."
With a police commissioner that was already in the syndicates pocket, it wasn't hard to bring the rest of the force in to submission. That was almost a year ago. Since then, the mayor has been just a mere puppet for the syndicate. A figurehead marionette that has been dancing his little dance for the whole city to see.
Name: Victor Corrotto

Occupation: Police Commissioner of New Lillith
Background: Victor Corrotto is your typical good cop gone crooked. When he first joined the force around 35 years ago, he was your typical wet-behind-the-ears, eager, virtuous man. He knew that New Lillith, at that time, was a beautiful place, but she'd been seeing an influx of crime. He felt it was his sole duty to save the city. But, over the years on the force, he saw more and more of the despicable side of New Lillith, as she deteriorated into a cesspool of crime and corruption. In time, the only thing that spoke to him was the power of a dollar. He could be bought off to turn his cheek to almost anything. A murder, a robbery. Hell, he'd even turned his cheek to a passing slave-trade ring that had breezed through about 15 years back. As long as things wouldn't get too messy. Though some wonder how he's kept his job and even moved up the ranks, it's because he got in good with the higher-ups early on. With the knowledge and connections, he was essentially able to get away with anything. When the previous police chief died of a massive stroke brought on by a compilation of stress and dietary issues, Corrotto was a shoe-in for police chief. No other man had his years of experience, and track record of seemingly flawlessness. Once he was in power, his connections in city hall (that had helped land him the job) started to enact their influence over him, in exchange for a pretty penny of course.
Now with the mayor being bought off and his already crooked nature, the city of New Lillith seems to be in a hopeless pit both politically and in law-enforcement.
((It should be noted that with the police chief seen as the face of the police force, Corrotto knows how to hold himself and spin minor stories. With the help of Rhonda Rivington, he's gotten even better at it. He knows how to paint his officers in a good light when he needs to, and when to throw others on the chopping block.))
Name: Rhonda Rivington
Age: 29

Occupation: Press Secretary of New Lillith City Hall
Background: If a person was ever curious as to why the mayor hadn't been publicly slandered, his scandals found out, or a wrong-step photographed and leaked, it's because of this woman. Rhonda Rivington. A former PR agent for a major chemical corporation and then a brief tenure as assistant press secretary at the Captiol, Rhonda is not a woman not to be trifled with.
Most PR agents in the current age are actually honest people who promote good stories and try and put a positive twist on bad ones. Lying isn't their game, and they try to wipe the term "spin doctor" from existence.
Not Rhonda. She's the shining example of a PR agent who uses her resources and connections to perpetuate the stereotype that spin doctors are still the name of the game. Black-mail, bribery, various threats and scapegoating are all friendly toys in her arsenal. She's quick to make a friend, get dirt on them, and use it to her professional advantage. She's the reason that City Hall has Victor in their pocket, why anyone who tries to go against the mayor suddenly ends up with a re-surfaced criminal record. She has dirt on the state representative, each member of the city council, and anyone else she's deemed important. She even makes reporters think twice about trying to sling mud at the mayor. In fact, she has enough black-mail on the newspaper editor to make sure he's incarcerated for 20 years at least if she were to open her mouth. That way, stories that don't promote the mayor (and occasionally portray him in an innocent folly to keep the public aloof) never see the light of day and reporters that aren't cooperative suddenly find themselves without a job. In the corrupt jambalaya of New Lillith, she's the seasoning and rice that brings it all together in some aspects.
(If you're curious as to where her prowess and skill comes from. She's the daughter of none other than Fabian Rivington, the famous spin doctor that saw his way through 4 presidencies, 3 chemical plants, and even the Rockefeller corporation. Heralded as the famous "Rivington Reject" --as he could "reject" any claim against him or his clients and lodge three claims that would stick against his opponent--, he hails as the son of Jonathan Rivington, one of the first Yellow Journalists, and one of the best at that. When it comes to manipulation in the professional, a person would be hard-pressed to find a family as dangerous as the Rivingtons.)
Name: Jackson Williams

Occupation: Editor-In-Chief of the New Lillith Newspaper
Background: Not much needs to really be said about Williams. He's in the pocket of the City Hall (which makes him the mortal enemy of almost any and every true journalist out there) and he hates losing. Other than that, Jackson is an unremarkable man. Unfortunately, he's an unremarkable man who's in a position to help further the corrupt nature of the city. That, mixed with his lack of empathy for the city and his hunger for money and a comfortable living makes for a dangerous mix.
Name: Daniel Hudson
Age: 32
Gender: Male
Occupation: Former Canadian Mountie, Currently a Police Lieutenant with the New Lilith Police Department Major Crimes Unit.
Background: Daniel Hudson was born on the North Side of the Border in Canada. Raised in the province of Ontario, he graduated highschool with honours and enrolled with the Canadian Mounted Police. After serving with them for five years, he moved south to New Hampshire and ended up in New Lilith. Recertifing himself to work the American Justice System, Hudson soon found a job with the police department. The NLPD has been hard for Hudson however. Out of of anywhere he has ever worked, never has Hudson seen so much corruption in the justice system. Being a virtuous man himself, he's been hard-pressed to adjust to the way things operate in New Lilith. He's stayed true to his ideals of justice and what's right, a stark contrast to Victor Corrotto. And unlike most of the other cops, he isn't swayed by a pretty penny flashed in his face when crime is concerned. Because of this, essentially he's a loner on the job, often going on patrol by himself. None of the officers have any desire to work with a man who can't adjust to the way things operate in New Lilith. Hudson has also been beat several times by his fellow officers ,because in their eyes, he thinks he's too good to keep his nose down and follow the herd. Though each time they were masked and he can't prove anything to the higher-ups. Though it wouldn't matter even if he could. To the higher ups who've taken notice of him, he's just a dog of the force that has been properly trained yet. Hudson is no idealistic fool though. He makes sure he's always on time, never misses a briefing, dots his i's, crosses his t's, and is never caught in a bad bust or cop slip-up that would catch the eye of the public and his superiors. In this burlesque show where corruption and deception are the head-liners, he's learned to stay inside the lines and still do his job. He's developed more balance than a tight-rope walker.
Hudson is one of the few officers excited about the emerging trend of vigilantes. While some of them are no better than armed thugs making a name, the heroes like Angel and the new IllAdvised could make a difference, and like all good cops, he's got a gut feeling that there are more to come he just knows it. It's because of this that he still comes to work with a positive aura. Despite being alone in his precinct, Hudson continues to fight to uphold justice in hopes that someday soon, he will be a majority in the city's police force. He's not hoping for an overthrow or a violent storming purge, just a change so that lady Justice can shine in the city of New Lilith again.
Hudson is very well trained in close quarter combat as well as long range arms. He spent a year in a SWAT unit in Canada, and thus is also a survivalist from being thrown into the wilderness as part of his training. Despite all this, Hudson doesn't reach for his gun first thing and instead tries to talk things out. Even then, he would prefer the use of his nightrod over the gun which hangs from his belt. For this reason, despite being hated by his own comrades, Hudson is a hero cop to the public whether the press likes it or not. For the press, even though people like Jackson Williams --with his ties to the superiors in the precinct--hate the "uppity good boy" vibe they get from Hudson, the public isn't full of idiots. They know that somehow Hudson stands out from the rest, and in a good way, and it sheds a good light on the precinct, keeping things in a precarious balance that would be broken if something were to happen to Hudson. The innocent bystander loves Hudson, so he remains safe in his position at the force. For now at least.
Name: Roman Locke

Occupation: Major Crime Boss, Leader of the Locke Mafia, controls many minor Mobs and Gangs to enforce his streets.
Background: Roman Locke came to New Lilith about twenty five years ago. Originally from Gotham, the former petty criminal couldn't get any breaks under the city watched by the Bat. Aside from the Dark Knight the city was already spoken for by another gang that had been there for close to 50 years, New Lilith, however, was going through a power vacuum. With the near eradication of gangs in the city due to a stalemate of the former gangs that was broken by a series of territory wars that escalated out of hand, it was fresh apple of a city, ripe for the picking. Using his connections and bringing in a group of Russian ex-military men and mercenaries alike who held a bond of loyalty to him, Locke was quickly able to sieze land and resources from some of the remnants of the gangs, while recruiting other small and aspiring gangs into his mob. With his force in place, Locke started to mobilize. He was no fool and did his homework. He saw that the flaw in the previous gangs was that there had been too many of them with clearly equal power that could have been shifted with the seizing of just one territory. He knew that to prevent that from happening again, one gang that specialized in more than one area of.....debauchery, thievery, and criminal activity was needed. He knew that he was the man to do that. His plan was simple: create a main ring with him as the head, and clearly defined leaders of branching rings specializing in all the areas that he needed that reported directly to him. These leaders had to be men completely loyal to him (his Russian ex-military). The rest had to be trained to follow orders, that's where the mercenaries and the rest came in. From them, new recruits would learn ordered and professional respect, not that shotty "family" respect that the previous gangs had tried to instill. No this was a business, not a family picnic. He grew his little gang "baby" quickly, the power vacuum accelerating everything he did and within two years, Locke was the reigning crime lord in New Lilith.
Now he has athriving underworld empire, nothing happens in New Lilith without his approval, with his professional background and wits he was able to use his eyes and ears around the city to quickly grab hold of the head honchos in government, and nothing is said without him hearing it. Locke gets what he wants, with no exceptions.
Another thing that makes Locke so dangerous is his ability to adapt. He has a clear and concise notion of who he and his empire are. He's able to expand and contract, while still keeping the structural stability of his underworld empire. His ability to adapt allows him to stay ahead of the curve, and extend his underworld tendrils in to everything he wants to, even pharmaceuticals. He's always looking for ways to keep the smaller gangs in place, and isn't stubborn to where he won't change his tactics if necessary.
