Legates and Generals in Imperial and Stormcloak camps are also, for some ungodly reason, essential. There are also plenty of NPCs associated to quests that are essential. There were mods for Oblivion that made every NPC mortal. This challenge would work better if we waited for someone to make that for Skyrim.
