Speaking for myself as a co-gm here, not Drake since I don't know his opinion.
I did the entire CS for the order's leader, but its unnecessary if the character is only going to be played a little bit. Depending on how much they're in the story, I'd require more or less detail. For a side character that might be journeying with us, I'd say you'll probably go the whole 9 yards. Picture, powers, background, personality, ect. But if its just a character that you meet in passing and you want there for... uh, security blanket reasons, a smaller amount is fine. Just name, age, picture or description, and personality is okay. A good example for ME would be Krom's son vs. Krom's wife. His son I fully intend on bringing into the story and possibly roleplaying later on, while his wife I'm using just as a - Hmm. A motivational set piece. So I'm going to design a full CS for Krom's son, while his wife I'm just going to set aside. I might post a picture and a name and a little bit of personality if I'm bored, but she isn't important enough to have a real identity. That sounds really cold.
Side note but I'm gonna correct myself here and say the woman that had Krom's kid isn't actually his wife, I used the word for the lack of a better. I'm thinking of working that into tierran lore, that marriage isn't practiced because of the nomadic and changing nature of the tribes. Or some crap like that.
Oh yes, and while I'm sure there's individual housing in Heliopolis, the spires necessitate a more apartment-like living arrangement the majority of the time.

Well, not a Pheonix actually. I was thinking more of an independent who has a reputation everywhere as a highly skilled archer and woodsman/hunter. I may be recruited to the Order very early? Like... A Legolas-type.

Well, in that case, you're in a grey area. Myself and Drake haven't quite determined the Phoenix's attitude in recruitment aside from the tournament. Nearest I can tell the tournament-winners go on to become phoenixes, and anyone else that works for the order is just a hired hand. No special relationship beyond the paycheck.
I hesitantly say go ahead, because of some of the potential problems having a non-knight figure in the base group could pose, but if you're confident you could make it work I don't have a problem.

Sounds good. I'll let you know who and what I'm thinking of doing before I do it. I'll get my feet wet IC and then start working on additional character and they weren't really family or someone important to her as much as assisting with CS for the royalty from her nation and perhaps the council members from her home lands.
I'll hit you guys up later on that stuff though.
Well, I'd say, if my character is a woodsman/adventure or something along the lines... He could have been all over the continent and the islands. He may have some of those "traveler's tales" about the "pebble that glows in the dark." Valuable information to the Order, wouldn't you say?

That'd be an interesting direction to take it. Again, if you think you can make it work, go for it. Just realize that if you do, there might be some issues down the road that you'll have to find a way around. The most obvious one being that we're all knights of the order. If we all get through the assignment, the odds are much greater of us getting another assignment together with each other than you getting rehired to work with us again. So we could do a coincidence there, I suppose, but then there's the order's trade secrets and such, the fact that the Vrontian queen did hire a team of phoenixes, specified in the OP...
I'll be honest, I like the character idea. It seems like something cool that would be great if it came into play later on in the story. But at the moment, I'd make a phoenix knight to roleplay with, and make your woodsman an NPC until you're able to play him. He might intersect with the story at some point (in fact, with the way me and Drake are planning the story, there's a pretty good chance he'll intersect), but at the very least would only be a main character for a few specific periods of time. Kinda like Krom's son. Yeah, I'm gonna bring up that example again :P. I'm interested in playing him as an alternate, but I can't work him into the original group. So I'm saving him for later.

I think I can make it work as a main character the whole way through to be honest. I mean... It'd be like... The Grand Master of the Order is sending the group on an assignment.
