Damn you, Civil Waaaaaaaaar!
Alright then, editing the sheet.
This setting is basically post civil war in marvel terms. Except the heroes lost and now they're all the way illegal.
Go ahead and go Ministry if you want.

What's the ranking structure of the Ministry like, anyway?

I don't see the problem, it would be little sharper than a vibro sword, just look cooler and be smugglable. I have the ability to generate a laser from existing light and could then manipulate it around in an elongated loop to form a blade. Magnetic fields can alter the course of light so this would mean after I started it off I wouldn't need to concentrate to sustain the movement of the photons.
You know a photokinetic can make a column of light with just their powers, right? trying to make it line up with the handle would just make it harder.

Forge, to re-introduce Uika-Hass and Drake in the very beginning, I might have to re-make their stories. Welder's all right and I'm just going to drop the other character's I've made before, but the first two need a little work on them.
Now what I was thinking is that both characters would originate from a project headed in Hawaii, where Drake was a model test subject for some twisted experiment where a man wanted to create a super-soldier variant. This man would've been inspired by the tales of dragons, who could defeat massive swaths of humans before someone exceptionally skilled could come along and defeat them. With this in mind, he created 'Project Dragon' (or something like that) and took a human subject, likely a criminal imported from somewhere, to be re-written for extensive DNA altering.
During the project, a Hawaiian native of high ranking in the project would have a story similar to Spiderman's Lizard Man: having lost a limb in a tragic accident, he discovers that part of the subject's altered DNA is capable of astonishing feats of regeneration and so injects himself with some of this serum. It works, but due to legal interpretations of his contract, his company is now able to actually capture him and begin altering his DNA as well, realizing that 'Drake' was much too expensive for mass implementation and became needlessly complex.
Having changed him into the Uika-Hass we know him as (I might actually end up changing his name to fit the Hawaiian background) he one day becomes unstable and breaks free from his containment. Still having some intelligence, he attempts to destroy the facility by initiating a self-destruct sequence. However, a lone scientist, eventually having pity on Drake and understanding his suffering, helps release him, only to die in the process and leaving Drake stranded, alone and full of contempt for humanity. "Uika-Hass", however, is pure burning rage for this inherent betrayal, as well as losing his humanity to his own process of DNA re-writing, both a corruption of his nature and nuture in the project. He will later become a main villain of Earth.
What do you think? Otherwise, I'll get to work on Welder's character sheet.

Cal, you know that you can't rewrite existing humans DNA to change them, right? Their body would just reject it, or worse, they'd die. You need to create an entirely new being in a cloning tank. We're going for more realistic science here, remember?
