When the worlds resources started to become scarce continuous fighting erupted destroying the nations. The fighting lasted so long that the people evolved skills and abilities that made projectile weapons obsolete though everything else is still in place. That evolution took different shapes for everyone. Some of them gained powers that made them formidable opponents though were unchanged physically, others gained the ability to absorb a single creatures DNA and gain its shape as well as its physical strengths while in human form, and there are only 5 people at this time who are known to have gained the ability to change into numerous forms as well as have obtained powers. In lieu of countries and nations the only governments are city states. There are four city-states that are in the area. Caspar,the coastal, one controls a lot of the fishing and most the farming. There is one in the mountains, Warren, which controls the mining and as such is one of the wealthier cities. The one in the desert, Safford, is actually at a crossroads and so commands the trade and the other cities usually try to keep them pacified and the forest one, Weare (pronounced like wear), supplies the lumber for every one else. There is some mild stability due to the trade agreements but it has fallen flat due to hostility between the different city-states which escalated into fighting in the area around Safford.

True but it is an alternate timeline. I could include the whole WWII ending with a nuclear war and the radiation changing the people, but I didn't want to go that worn out route.
