    Thank you for your inquiry. The XCOM command structure is a conglomeration of the many variations of military hierarchies that exist in the member states of the UN. This is to facilitate smooth integration and operation of international combatants into the organization.

    In addition to taking what exists, the XCOM command structure is also the first to include special command branches for scientists and engineers due to their immense importance, giving them positions of power that are officially recognised.

    The Earth Militia Act


    Numerous logistical issues has been plaguing XCOM ever since the day of its inception. The reasons are numerous- the need to keep the project a secret, the difficulty of finding, fielding and maintaining high-end military-grade equipment in said secrecy, et cetera. With only weeks before the date of operation, Marshal MacArthur decided to formally introduce the 'Earth Militia Act' which will provide the short term solution needed to tide the organization through as the logistical issues are resolved.

    The Earth Militia Act mandates all participating nations to send in equipment, weapons, ammunition and supplies for their soldiers, to be used by their soldiers. The projections for the effects of such a policy, however, limits the effectiveness of the military branch of XCOM as some soldiers will no doubt have substandard equipment. Reports coming in from the logistics department have cited that outdated weapons such as AK-47s and M16s could be found amongst their manifest. However, the majority of nation-specific equipment are near the standard XCOM have set; the nations will no doubt want to portray their armed forces in the best possible light.

    In essence, the Earth Militia Act's meaning is clear- to rally the forces of the world, in defence of the world.
