Even more regrettably, Zelda has massive trouble understanding people in general, and therefore is a very bad speaker.

Personal Matrix
Biography: Out of the Magi twins, Zelda is the older one by a whole fifteen minutes. Her father was never anywhere to be seen or heard of, and their mother was a witch just as they would be. Their mother taught them all the things they would need to know, all the things they would need to do, and all the things they needed to know not to do. Though born in Brunswick, it wasn't long after that her mother took her twin children into the Harz mountains north of the place, and raised them there instead. As the years passed, the two began to develop differently as far as magic went.
While her twin's magic focused on tapping into worlds beyond this one, Zelda's magic had a more direct impact on the world they resided in. Typical spells included fireballs, lightning bolts, the odd blizzard here and there, and Zelda's personal favorite, a combination of the three she made herself. Once she'd designed her own spell, she was a fully-developed witch, and at about the same time, Gretchen passed this test as well, and the two were sent off to live their lives. Gretchen had pointed out so many things to her since then. Whenever the younger twin saw corruption, she pointed it out to Zelda, constantly reminding her of how corrupted the world really was.
Sometimes, Zelda wished to destroy it all, but she knew that doing so would get her nowhere fast. Instead, Gretchen offered up a plan to make the world a pure place of peace, harmony, and righteousness. Gretchen claimed to know of a ritual that could call upon a witch who was so powerful, that she could change the entire world with just a snap of her fingers. It sounded good with Zelda, and the plan to initiate the ritual was set up.
According to Gretchen, the ritual requires the power of two witches, and each one must have stolen and saved up the souls of 500,000 living human beings. Stealing living human souls is very difficult business, as the human generally dies once they're hit with the spell, rendering the soul useless for Gretchen's ritual. Still, out of over 132,730 attempts, Zelda has stored up 6,723 souls. She has a long way to go, but she'll try as many times as it takes for the world to be a pure place.
Personal Issues: Zelda thinks that something seems wrong with this ritual, but she's not sure what it is. She also refuses to believe that Gretchen has anything to do with the wrong part of it.
Occupation: Witch
Goal: Purify the world with Gretchen's ritual
Deepest Desire: See that her twin really cares
Secrets: Mildly schizophrenic
GRETCHEN...
Mental Matrix
State of Mind: Corrupted by power
Perception of Strangers: Fodder for the ritual
Perception of Friends: Fodder for the ritual
Perception of Enemies: Fodder for the ritual
Global Perception: The world is what one makes it, and Gretchen plans to make it hers.
Philosophy: "I will say it as many times as I must to make the world aware. We live in a corrupted place, where people conspire against their own flesh and blood, all in the name of furthering their own personal agendas. I wish to not live in a place where I will ever conspire against my twin sister."
Social Matrix
Personality: Gretchen is above all else, sociopathic with no regard for the well-being of anyone or anything other than herself. She may pretend to care, but without exception, any shred of affection she may ever show is nothing more than an act to make people assist her. In truth, Gretchen is unable to feel human emotions, but is able to fake them well enough to fool most people. However, she also has a lack of tolerance for lying. If given a question, she will answer honestly, but will make certain to omit any information that could turn against her. Gretchen believes that the world cannot be ruled fairly as long as its leaders can feel emotions, and therefore be biased. That is why she believes it is only right that somebody without emotions like herself take command of the world, even if it must be done by force.

Though born in Brunswick, it wasn't long after that her mother took her twin children into the Harz mountains north of the place, and raised them there instead. As the years passed, the two began to develop differently as far as magic went.
Zelda's magic influenced the world around her, but Gretchen's went a step further by calling upon the power of the worlds beyond this one. With no sense of emotion at all, and with this kind of power in her hands, Gretchen came to believe that she would be the best individual on the planet to rule the world fairly and equally. And so, with that, her grand scheme began. The champion of her cause, she decided, would be Zelda, who hated corruption. As such, Gretchen made certain to point out corruption wherever it could be seen, and divert Zelda's attention from any purity she could find.
What she had said was that it would call upon a witch so powerful, that she could change the world with her fingertips. What Gretchen didn't tell Zelda, however, was that the supposed witch would actually be Gretchen herself after enacting a strictly forbidden ritual that would drain everybody in the world of their magic. It required the power of two witches, and each of them needed to store 500,000 living human souls for it to work. Gretchen explained only what she had to, and sent her sister off to work.
Capturing human souls while they're still alive is exceptionally difficult, as most of the time they die instantly upon leaving the body. Even Gretchen has only been able to capture 9,286 so far out of over 100,000 attempts, but she knows that it's possible to gather all the souls needed for the ritual. And when that day comes, all the magic in the world shall be hers, and with it, the world itself will finally have a monarch with absolutely no bias at all.

UnendingEmpire's Notes
Man, I practically had to write two CSs here, which was most certainly not fun.
That aside, there's some heavy etymology and whatnot going on with these two. Zelda's name doesn't have as much of a meaning short of being a reference to the princess in Legend of Zelda, which is ironic given that she's the one following orders instead of making them. But Gretchen's name and their birthplace, as well as their very birthday, have a deeper meaning.
Gretchen's name is a reference to the anime Puella Magi Madoka Magica, with Kriemhild Gretchen being the single most powerful entity in the entire series (until the final episode), however short her appearance may have been. The twins being born in Brunswick was also chosen on purpose, as north of Brunswick one will find the Harz mountains, and in those mountains on April 31st (their birthday) the witches' festival known as Walpurgis Night is said to be held upon Brocken, the highest peak in the range.
Though it's very distant, the place and date I chose for these two to be born in is a reference to the very same anime again, with the Witch known as Walpurgisnacht being the second-most powerful in the series, bested only by Kriemhild.
Yet another reference to Madoka Magica is seen in Gretchen's inability to feel human emotions, much like Kyubey could not. Also like Kyubey, Gretchen's plans are not what she implies that they are, though she never lies when given a question.
Lastly, their theme song also comes from Madoka. I believe it's become very clear that I (somehow) based these two off that anime.
