Enter the Pen Pal Program.
With the Pen Pal Program, you can find people you can write letters to, and make new friends and learn about places all over the world. It's also a ton of fun.
All you need to do is make one post telling a bit about yourself, where you're from, an activity or two that you like to do, or something like that. Then, someone comes along, notices your post, wants to pen pal with you, and sends you a PM requesting you do it with them. Then, off to your letter-writing shenanigans!!
DO NOT POST YOUR ADDRESS IN HERE.
Addresses should be exchanged over PM.

But that's not the point. The point is develop a more personal bond outside of the internet.

I respect and understand that, but unless if you have a big bond/obsession with things on paper rather than through a screen, it's still going to turn out the exact same way.
If you want a more personal bond in the sense you seem to be implying, you need to see the person in person.
But if you purely just want it 'off the internet' and that's it, I have to wonder what it is that's so bad about it being over instant technology as opposed to some paper.
