Sorry, I'm more just watching than responding, as I'm trying to wrap up my final project.

Searcher's lead new gijinka to the city. Where in Elysian they take them varies from Searcher to Searcher, I 'spose.

Also, I think this is a question better asked in the TGA OOC.

I'd assume they eventually go to the Council to become a 'real' citizen?

Sorry, my laptop died....I think....

Anyways, it's the Searcher's job to turn in paperwork about the gijinka they find. There's no status of citizenship or anything, any gijinka is welcome into the city and welcome to the city's resources as long as they eventually find someway to contribute to keep the place running.
