Personality Description

Personality: Everything revolves around him. He loves partying and is almost always drunk. However, this doesn't dull his senses and he's actually incredibly clever and witty, even while acting like a buffoon. He's almost never serious or angry, so when he does show such emotions it must be something incredibly serious. Fear, on the other hand, is not in short supply for him. He's not above running for his life screaming like a little girl. He likes cute things. He cannot help but cheer up upon seeing something cute, finding it hard not to drop whatever he's doing and snuggle with it. He's a major cat lover, but that's not to say that dogs or any other animals are out of he question if they're cute enough.

Motivation: Greed and good times. He claims to want to rule the world, but he hasn't really taken any steps necessary to go about doing this. Also, he's not evil enough to take control by force, even if he pretends to be the main villain. Getting control of cute things is actually a higher priority for him.

Physical characteristics- He has the physical characteristics of the average human. If anything he gets more tired of manual labor then normal.
Dodging/Escaping- He has built up a lot of talent in the field of expertise called "Not getting killed". He takes advantages of this whenever possible during battle.

Powers
Commanding Voice-
He has the power to command people with verbal orders due to the ability to send out some of his magical energy into the sound waves that he creates while talking. This power works better on weak willed or unintelligent people, with a lessoning effect the smarter or stronger willed that the listener is. The tougher they are at resisting his influence, the more energy that he must use. He must also use up more of his energy to increase how long anyone would likely remain under his command. People of average intelligence and disposition can be influenced to carry out his orders for around 30 seconds before they snap out of it, and at the cost of around 1/10th of his total available energy. However, there's a trick to ignoring his power even if you fall into the range of the most easily manipulated. The victim's mind becomes all blurry and dreamlike, sort of like they have the feeling of sleepwalking and their body acts like it has a mind of it's own. Some people can recognize that they're in a dream, and likewise they can recognize if they're in this trancelike state. The more drastic the order they're given is from how they normally behave, the more likely the person would snap to their senses and think "This isn't right. I wouldn't normally do this..." which would give them a very good chance of understanding that they are under his control. After recognizing this they can try to resist the effects, such as if he commands them to punch themselves in the face, they can try and wrestle control of their body again to refrain from doing that. It's even possible to snap out of his control all together even before his time limit would normally be up (which would be due to his energy sent into the person running out of power).

Other facts about this skill is that energy can also be put into his voice to increase the distance that it can be heard, which is important because his voice must obviously be both audible and comprehensible in order for his command to be heeded. He must continue putting out energy the entire time he's speaking, so complex orders would take longer to say, thus using up more energy. A complete dummy, given the order to stop, would take minimal energy because of who he is and that it's such a simple/short command. However, a genius given a complex order to infiltrate a base would take far too much energy to take effect. If someone is influenced, it doesn't matter if the command is impossible; they will still attempt it for however long they remain influenced by his power. If he says "fly", for example, they won't gain the ability to fly but they will still try to fly at the best of their capabilities. When giving his commands, he can send out the energy from his voice to as many people as he wants, although with more people to disperse his energy around the less potent this power on each of them becomes.

Inspirational Voice- This ability doesn't take control over someone, but it does influence their characteristics. He can put energy into his voice and give reassuring words such as "You can do it!" and his energy is then transferred into whoever he wants within earshot, upgrading their physical abilities to make them better live up to his statement. His wording can create different effects, so he can be more specific and say "You're way stronger then them!", then his energy sent to them would be in the form of an strength upgrade. The amount of changes that he can give someone depends on how much energy he puts into his voice. Inspiring them to grow wings and fly would take too much energy, so he mainly upgrades physical characteristics that they already have, which includes the ability to power up their magic.

Belittling Voice- This ability is the opposite of the Inspirational Voice, downgrading peoples characteristics. Unlike Inspirational Voice, this is harder to work because the enemy is more likely to resist his influence. This time it's more dependant only on willpower rather then intelligence in order to resist. Someone down in the dumps, when told by him at he's pathetic, will suffer a massive decrease in all physical abilities, while some arrogant guy will simply scuff at such a remark. If given enough energy, he would be able to effect people more easily.

Scepter Power: Energy- As long as his scepter is in his possession, he's granted this additional power. He can send his energy into the jewel on the scepter, which in turn can be sent out into the surrounding area and be manipulated by way of motions from his scepter. For example, he could send his energy out and joust his scepter forward, sending it shooting forward in that direction. He can also wave it around in from of him to form a barrier. His energy is a semi-transparent golden color. It doesn't defend as well against physical attacks, but against magical attacks it's pretty decent, but against attacks from tier 3 level characters it can only stand up to a couple of blows.

Character Equipment

Armor: Golden colored armor encrusted with jewels that covers his entire body, although leaves his face upon. He commonly takes his helmet off anyways. He has a cape colored red on the inside and gold on the outside. The armor is like normal steal plate armor in defense but is a lighter weight, weighing 20 pounds. It was made on the world he was from, which has a material not quite like steal but has all the same properties besides weight. The jewels on the armor acts to dispel weak magical energy, such as small fire balls, but any tier 3 or higher would have little problem getting through this defense. Damaging the jewels with physical attacks can decrease this magic dispelling property, with the more jewels destroyed the more it will decrease.

Clothing: Padding/cloth underneath the armor is red. He wears a tuxedo when not in armor.

Shield: Thin, pointed, golden, held in his right hand. It has the same durability as his armor, being made from the same material. It has a central jewel that can more easily deflect magical attacks then his armor, taking around 20% of the power off of even tier 3 attacks and completely deflecting weaker ones. For example, a small fireball would come in and bounce away, but a tier three character shoot lightning at him would still zap him and he'd be wounded a lot, but not quite as much. The jewels powers only work if the magic hits the jewel directly rather then sending out some aura that works on magical attacks coming in from all sides. Like his armor jewels, this one can break from physical attacks.

Primary Weapon: Scepter of Affluent Light. It has a small blade on the tip that has the strength of normal steel, although doesn't dull. The top of the scepter has a mystical gem that gives him special powers, most of which he's yet to unlock due to not getting enough information about it. This is said to have been passed down to him by his father; proof that he is a crowned prince, but unfortunately his father died before getting that chance to explain all of the powers locked within.

Character History

A lot of his history is lost to the world, existing only as tall tales given by him drunkenly at parties. He supposedly has a tragic past that people should feel sorry for, having his family murdered in front of his eyes by rebels, which Veltirinus managed to defeat after bravely running for the Scepter of Affluent Light that the rebels were trying to steal from his father's dead hand. He managed to band all of the citizens together after this disaster, but soon after tragedy struck yet again and he was sent to this new world all alone.

One of the most important factors to his success from there was accidentally bumping into, and saving the life of, a wealthy businessman who was willing to donate a lot of money into constructing Veltirinus's mansion as part of a business scheme from which the two were to become co-owners. The mansion has a successful gambling hall built into the basement, as well as a popular party location/bar on the first floor. This mansion is said to be it's own country under Veltirinus's rule, so all this stuff is legal according to him. During this business is where he gained some new allies and made enough money to hire a lot of assistants. He now has an army of maids at his disposal, both literally and figuratively, and they can both clean up his mansion and crime. He hires them more so on levels of cuteness rather then fighting ability, although the maid's do get some serious training in once they are hired. They're equipped with all manners of weaponry, but most commonly guns for obvious reasons. Besides these battle maids, he also has other assistants, although none of them can be ugly.
