I don't feel like I should review/accept a character which is basically going to be in my faction. Some people will certainly question it anyway.

Alignment: chaotic neutral
Physical Description: She is about 4 feet tall and weighs 50 pounds.
Personality Description: She acts cute even when the situation doesn't call for it, and gets mad very quickly if you ignore her.
Skills, powers and natural abilities: She has strength that is well above that of someone her size about equivalent to that of an average man, she can move about 15 miles and hour thanks to her size, and has heightened agility and flexibility. Her magic also re-enforces her constitution and hardens her body a bit, giving her a bit of natural armor as tough as leather.
Pain signals: Upon contact she can send pain magic into her opponent that can cause them to feel pain in the area of contact. Example if she scratches you, then you may feel like she just clawed you. If she grabs you starts bumping pain magic into your body, then you will feel a steady increase in pain spread from the point of contact and creep across your body until she lets go or stops transmitting. She can channel pain through weapons as well. The pain is only as debilitating as your character ability to handle pain in the first place.
Voodoo: She can make a doll out of most anything though straw is most common, and as long as she combined it with a personal affect like: body parts hair, nail, tooth, blood, ect... Or a personal affect you value highly which could be a warriors sword or something sentimental to them. The doll works like a traditional voodoo doll in that it only makes the person or creature mind feel like there body is in pain, but again inflicts no actual damage. Again the pain is only as debilitating as your character ability to handle pain in the first place.
Demonic Shroud: She starts doing a chant that enveloped in the Dark aura of her deity. The aura slowly heals wounds, and she can move 45mph, can carry up to 300lbs, and her skin is as hard as rock. The spell will go as long as she can chant uninterrupted, and will end 3 seconds after she stops chanting.
Gods Intervention: Ai chants, and using the power of her deity can channel he energy into a bubble shield about 5 feet in diameter around herself. The shield is constantly supplied with power while she chants, and can block up to the force of a small car before shattering on contact. like Demonic shroud it ends 3 seconds after she stops chanting
Character Equipment: Doll making kit, a set of steal 6 inch throwing needles, similar to nails, that are imbued with her magic, and that upon contact send immense magic pain signals into the opponent, she also carries a triangular shaped assassin's blade, hidden is spring loaded band she keeps on her right arm, and the blade is also cursed and triples the affects of pain signals.
Character History: Ai is a young girl from a family that worshiped a dark deity. At an early age she began learning dark magic for causing pain to other human beings, and had quiet a talent for it. Ai has never been the most stable girl and giving her that kind of power to wield was not helping her sanity. She acts cute finding it was the best way to obtain things she wanted, but mostly to try to get love and attention that her parents didn't give her enough of. If If the person chose to ignore her, then she had a habit of turning to her powers to get there attention. Ai's actions didn't go unnoticed as a certain something found her to be very interesting and took to stalking the girl. Ai's parents couldn't see the this thing and passed it off as an imaginary friend, then when the dis-junction happened her parents died. She was left alone, but then she wasn't alone, because the thing from before still followed her, giving the attention she wanted.
The thing in question is Slenderman, but he won't get involved until a bit later.

Appearance: Esfir is a tall Russian woman of slender build, with a sophisticated aura. Her brown hair ends in curls at her shoulders. Her fine young face is smooth and gentle, with a smile that always touches the corners of her lips. Her eyes are a pale shade of blue. A pair of thin stylish glasses sits upon her tall nose. How she manages to keep it scratch-free through battles is a miracle.
She usually wears a white blouse and black skirt, or the official Gladius Dei clerical garb, with large leather boots on her feet. A dark brown leather jacket with fur lining covers her shoulders, a relic of her home world. In battle, she wears her white clerical garb over her mail armor.
Bio: Esfir discovered her affinity for magic early in her childhood. Being a devout Christian, she took them as miracles God allowed her to perform due to her unwavering faith. Esfir believed that the Lord had chosen her to carry great power, which she was duty bound to use for the greater good of mankind. She took every opportunity to use her powers, and when that wasn't enough, she began prowling the streets in search for thugs and criminals. Although Esfir's amateur skills and reckless behavior led her into many dangerous situations, her spirit never wavered. As she grew up, her vigilante activities lessened, but she still enjoys a good brawl from time to time.
Aside from her work as a servant of the Lord, Esfir also studies at a local university. She was hoping to become a teacher in the future, but the catastrophe crushed that dream while giving birth to another: in the chaotic multiverse, there is much evil to punish. Joining the order of Gladius Dei has given her access to advanced weaponry and like-minded allies in her quest.
A versatile weapon that can be changed into three forms. In its fully-deployed form, the Combat Scythe is a long pole-arm with a wicked curved blade extending horizontally on one end, with short straight spikes extending out the other two remaining axis, allowing it to be used as a stabbing weapon as well. It has a uniform silver-white color. The shaft of the weapon is sleek, with grooves lining certain sections for better grip. A short handle-bar extends from the middle section of the shaft at a perpendicular angle (like most scythes). The entire shaft can be collapsed into a much shorter rod, with a length comparable to that of a sword hilt. The blade is then flipped outwards so that the weapon becomes a short sabre-like weapon, useful in close quarters where the scythe's length is a liability. Finally, the blade can be fastened against the hilt for compact storage in a specially designed slot on the back of Esfir's Power Armour. It is made with a very durable and flexible material and has a mono-molecular edge, allowing it greater sharpness than mundane steel-alloy weaponry. The weapon can cut thin sheets of steel normally, but landing a blow with the tip of the scythe blade allows greater penetration, not unlike a pickaxe. However, the scythe is not the most durable of weapons and mishandling may cause it to break on heavy impacts.[Tier 4- Interfacing it with a power suit allows the edge to regenerate automatically]

Nano-weave Mail Armour
Relatively similar to medieval armour, but the plate is of a higher density metal not unlike steel. It’s light weight, weighing only 20kg in total, and covers the entire body minus the head, where a helm is often worn with a HUD system. The armour is capable of taking low calibre rounds in direct hits with very little damage to the user, and poor strikes from swords and the like are bounced off. Esfir wears a standard chrome-colored piece.
An energy shield fastened to the left gauntlet, it projects a 28inch reflective wall of energy in a classic kite shape, and can withstand blows with the density of hardened steel with little to no damage to the user. The shields have been known to cut out from intense force of magical energy such as shock spells. They run off a battery stored inside the gauntlet itself, and will last up to half an hour of continued use. If they de-activate, turning them off and on again after a brief delay of around 30 seconds will cause them to re-activate.
Manifestation of Faith
Through her zealous faith to her religion, Esfir can call upon divine powers. This is in fact a form of innate magical ability, although she believes it to be holy, it merely takes such a form due to her own willpower, and has no true relation to a divine patron. Regardless of the real source of power, Esfir can smite her foes with magic in the form of bright light. Essentially, as long as she deems it a power that it is granted to her by the lord almighty, she can will it into existence.
A quick blast of magical energy in the form of a weak thin stream of light. This spell causes very minor burns on bare human flesh, but its extreme speed and ease of use makes it moderately useful as a distraction.
Conjures bright white light to drive back the shadows. This may be materialized in a magical orb, or even causing mundane objects to emit piercing light. If concentrated into a split-second burst, the spell can blind enemies for a few seconds.
Turbo-charges her physical abilities with magic. Her strength, endurance, speed and dexterity can reach superhuman levels at maximum magical output, but she can only sustain it for several seconds before her body becomes exhausted from the overexertion. Alternatively, she may power her body with small amounts of magic, improving her abilities slightly for a much longer length of time.
Direct contact with Esfir allows her to accelerate the regeneration of wounds. Her lack of practice and affinity in this application of magic limits her to providing first aid and healing light wounds only.
Esfir's combat style mostly relies upon her magical abilities, although she does have confidence in her physical combat skills when clad in her power armor, or when she uses her magic to enhance her physical capabilities. She has no formal combat training, and any techniques are entirely self-taught or improvised from her combat experience.

Personality- She is generally na´ve and curious about humanoids. She has a bad habit of dabbling in others affairs.
History-Learning to be guardian of the dead was a slow hard process. Let alone being one of the first creatures of her plane. First was movement then she had to master this power she had over the dead. It was hard to find balance between the good and evil. These spirits did not all deserve punishment, but some were monsters that could not be left unchained. So it came nearly 1000 years to settle this matter of right and wrong. It was decided that the ones willing to kill the other spirits as evil. After a few years of practice she got good at capturing spirits and was more interested in the living. Especially the humans they were so unpredictable. So she learned to control the spirits to her will and eventually even transform herself into a human.
Ringing the bell- Creates a rather loud sound that rings throughout the air in 30. It calls her spirits to her bringing three evil spirits and three good spirits. From then on her bell summons a spirit to her on average every 30 seconds. They wander within the sound range of the bell taking the form of a white ghost with a halo or a black ghost wrapped in chains. She commands these spirits to use their energy for things leaving when there done
Merge-She can merge spirits to make beings of varying types to aid her.(listed per spirit cost)
Ghost-A spirit in a physical form although not direct murderers they try to hold you down on command although weaker and easier to kill then a normal human. Takes ten seconds to form
Zombie- An aggressive monster that rises a dead body from the ground and charges at a target mindlessly, not resistant to pain and dies just barely slower then a regular human. Takes ten seconds to form.
One evil, one good-
Geist of a knight- A unstable combination that takes the appearance of a ghostly foot soldier if you strike any were but it’s weapons it disappears.
Devil-Another mindless beast with a shadow conjured human body with bull horns and has claws and is fast being semi humanoid. It still is mindless and charges. 25 seconds to create
Spirit cleric- Comes down as a human ghost and embraces a being in a hug like state healing them as time passes. The spirit heals about a slash wound from a sword every thirty seconds.25 seconds to create

Angel- Comes down and crashes the evil spirits forming into a devil. It appears to be a glorious human strong and carrying a bastard sword while flying. This creature is valiant and tough being stronger then the average trained soldier. Only willing to fight if others spirits have been destroyed or are struggling35 seconds to create

Demon- A large beast that forms to swallow a spirit cleric. It takes the appearance of a large devil with wings. It will barely fight yet its 15 fee tis troublesome for any opponent to get rid of it due to its size yet is selfish rarely fighting for itself. Will only help her if the enemy is wounded.When it is moving it claws and tries to crush people with it's feet.

Personality: Everything revolves around him. He loves partying and is almost always drunk. However, this doesn't dull his senses and he's actually incredibly clever and witty, even while acting like a buffoon. He's almost never serious or angry, so when he does show such emotions it must be something incredibly serious. Fear, on the other hand, is not in short supply for him. He's not above running for his life screaming like a little girl. He likes cute things. He cannot help but cheer up upon seeing something cute, finding it hard not to drop whatever he's doing and snuggle with it. He's a major cat lover, but that's not to say that dogs or any other animals are out of he question if they're cute enough.
Motivation: Greed and good times. He claims to want to rule the world, but he hasn't really taken any steps necessary to go about doing this. Also, he's not evil enough to take control by force, even if he pretends to be the main villain. Getting control of cute things is actually a higher priority for him.
Occupation: Unofficial prince of Elscalptia; his mansion property making up his entire kingdom.
Martial Status: Single. He's unlikely to settle down with any one woman.

PowersPhysical characteristics- He has the physical characteristics of the average human. If anything he gets more tired of manual labor then normal.
Dodging/Escaping- He has built up a lot of talent in the field of expertise called "Not getting killed". He takes advantages of this whenever possible during battle.
Tactician- He can come up with good tactics quickly
He has the power to command people with verbal orders due to the ability to send out some of his magical energy into the sound waves that he creates while talking. This power works better on weak willed or unintelligent people, with a lessoning effect the smarter or stronger willed that the listener is. The tougher they are at resisting his influence, the more energy that he must use. He must also use up more of his energy to increase how long anyone would likely remain under his command. People of average intelligence and disposition can be influenced to carry out his orders for around 30 seconds before they snap out of it, and at the cost of around 1/10th of his total available energy. However, there's a trick to ignoring his power even if you fall into the range of the most easily manipulated. The victim's mind becomes all blurry and dreamlike, sort of like they have the feeling of sleepwalking and their body acts like it has a mind of it's own. Some people can recognize that they're in a dream, and likewise they can recognize if they're in this trancelike state. The more drastic the order they're given is from how they normally behave, the more likely the person would snap to their senses and think "This isn't right. I wouldn't normally do this..." which would give them a very good chance of understanding that they are under his control. After recognizing this they can try to resist the effects, such as if he commands them to punch themselves in the face, they can try and wrestle control of their body again to refrain from doing that. It's even possible to snap out of his control all together even before his time limit would normally be up (which would be due to his energy sent into the person running out of power).
Other facts about this skill is that energy can also be put into his voice to increase the distance that it can be heard, which is important because his voice must obviously be both audible and comprehensible in order for his command to be heeded. He must continue putting out energy the entire time he's speaking, so complex orders would take longer to say, thus using up more energy. A complete dummy, given the order to stop, would take minimal energy because of who he is and that it's such a simple/short command. However, a genius given a complex order to infiltrate a base would take far too much energy to take effect. If someone is influenced, it doesn't matter if the command is impossible; they will still attempt it for however long they remain influenced by his power. If he says "fly", for example, they won't gain the ability to fly but they will still try to fly at the best of their capabilities. When giving his commands, he can send out the energy from his voice to as many people as he wants, although with more people to disperse his energy around the less potent this power on each of them becomes.
Inspirational Voice- This ability doesn't take control over someone, but it does influence their characteristics. He can put energy into his voice and give reassuring words such as "You can do it!" and his energy is then transferred into whoever he wants within earshot, upgrading their physical abilities to make them better live up to his statement. His wording can create different effects, so he can be more specific and say "You're way stronger then them!", then his energy sent to them would be in the form of an strength upgrade. The amount of changes that he can give someone depends on how much energy he puts into his voice. Inspiring them to grow wings and fly would take too much energy, so he mainly upgrades physical characteristics that they already have, which includes the ability to power up their magic.
Belittling Voice- This ability is the opposite of the Inspirational Voice, downgrading peoples characteristics. Unlike Inspirational Voice, this is harder to work because the enemy is more likely to resist his influence. This time it's more dependant only on willpower rather then intelligence in order to resist. Someone down in the dumps, when told by him at he's pathetic, will suffer a massive decrease in all physical abilities, while some arrogant guy will simply scuff at such a remark. If given enough energy, he would be able to effect people more easily.
Scepter Power: Energy- As long as his scepter is in his possession, he's granted this additional power. He can send his energy into the jewel on the scepter, which in turn can be sent out into the surrounding area and be manipulated by way of motions from his scepter. For example, he could send his energy out and joust his scepter forward, sending it shooting forward in that direction. He can also wave it around in from of him to form a barrier. His energy is a semi-transparent golden color. It doesn't defend as well against physical attacks, but against magical attacks it's pretty decent, but against attacks from tier 3 level characters it can only stand up to a couple of blows.
Armor: Golden colored armor encrusted with jewels that covers his entire body, although leaves his face upon. He commonly takes his helmet off anyways. He has a cape colored red on the inside and gold on the outside. The armor is like normal steal plate armor in defense but is a lighter weight, weighing 20 pounds. It was made on the world he was from, which has a material not quite like steal but has all the same properties besides weight. The jewels on the armor acts to dispel weak magical energy, such as small fire balls, but any tier 3 or higher would have little problem getting through this defense. Damaging the jewels with physical attacks can decrease this magic dispelling property, with the more jewels destroyed the more it will decrease.
Clothing: Padding/cloth underneath the armor is red. He wears a tuxedo when not in armor.
Shield: Thin, pointed, golden, held in his right hand. It has the same durability as his armor, being made from the same material. It has a central jewel that can more easily deflect magical attacks then his armor, taking around 20% of the power off of even tier 3 attacks and completely deflecting weaker ones. For example, a small fireball would come in and bounce away, but a tier three character shoot lightning at him would still zap him and he'd be wounded a lot, but not quite as much. The jewels powers only work if the magic hits the jewel directly rather then sending out some aura that works on magical attacks coming in from all sides. Like his armor jewels, this one can break from physical attacks.
Primary Weapon: Scepter of Affluent Light. It has a small blade on the tip that has the strength of normal steel, although doesn't dull. The top of the scepter has a mystical gem that gives him special powers, most of which he's yet to unlock due to not getting enough information about it. This is said to have been passed down to him by his father; proof that he is a crowned prince, but unfortunately his father died before getting that chance to explain all of the powers locked within.
A lot of his history is lost to the world, existing only as tall tales given by him drunkenly at parties. He supposedly has a tragic past that people should feel sorry for, having his family murdered in front of his eyes by rebels, which Veltirinus managed to defeat after bravely running for the Scepter of Affluent Light that the rebels were trying to steal from his father's dead hand. He managed to band all of the citizens together after this disaster, but soon after tragedy struck yet again and he was sent to this new world all alone.
One of the most important factors to his success from there was accidentally bumping into, and saving the life of, a wealthy businessman who was willing to donate a lot of money into constructing Veltirinus's mansion as part of a business scheme from which the two were to become co-owners. The mansion has a successful gambling hall built into the basement, as well as a popular party location/bar on the first floor. This mansion is said to be it's own country under Veltirinus's rule, so all this stuff is legal according to him. During this business is where he gained some new allies and made enough money to hire a lot of assistants. He now has an army of maids at his disposal, both literally and figuratively, and they can both clean up his mansion and crime. He hires them more so on levels of cuteness rather then fighting ability, although the maid's do get some serious training in once they are hired. They're equipped with all manners of weaponry, but most commonly guns for obvious reasons. Besides these battle maids, he also has other assistants, although none of them can be ugly.

There are a few things that need to be addressed.
You are going to have to put more explanations as to what exactly this does, magic weaving around you to ensure you don't get hurt, or is it more of an automatic I'm lucky no matter what you do. Give a thorough explanation on how this works so people can't call shenanigans if you bring this up in a fight. Alternatively, you can always just take it out.As Luck Would Have It- He's incredibly lucky. If there's a chance of something working in his favor, it probably will as long as the odds are above 10%. This only works for good luck and not for bad luck on enemies. For example, an enemy wouldn't have bad luck and trip over a random pebble, but Veltirinus himself might trip on a pebble and tumble out of harms way just in the nick of time.
Make it clear on how people can resist the voice and that its effects are diminished against PCs and NPCs. Give some examples on how this may be countered. If there is no reasonably way for a normal human being to counter this ability. It is too powerful.Commanding Voice- He has the ability to command people with verbal orders.
