That only means that he spent less time than Obama does on his speeches, quite obvious by the gross difference in Obama's debating ability and his monologue oration.

    Whereas Bush dominates debates.
We're not so different, you and I.

But you're right that they're both silly conclusions that have contradictory evidence.

This is largely true, as far as I'm concerned. I'm not pro-Bush, but I recognize that the man isn't an idiot. There's a documentary by Nancy Pelosi's daughter where she was on the campaign trail with Bush and when you watch it, you realize that he's actually fairly intelligent. He's not smart in an expressive sense where you hear him discuss something and go "Oh he's an intellectual." It's a much more downplayed intelligence, which I think was intentional, much like his I think his public speaking gaffs were not always accidental. He's not a great - or even good - public speaker, but to some degree I think his inability was feigned. He knew he could appeal to people by coming across as a sort of everyman.

Argue about what kind of a president he was if you want. He might be a lot of things, but I suspect that stupid isn't one of them.

Funnily enough, I wouldn't want Biden as a president either.
