Not exactly. If they intend to simply have people participate in isolated combat challenges, then the Arena is completely fine for it.
However, Black Jack, Grievous is correct in saying that there is no such thing, at least within our system, as a 0 Tier. But rather than argue on that matter, I'd rather see character sheets for whatever characters you intend to use, and build/prep my characters in accordance.
And I can assure you that my abilities are no meager thing.

No, not tier 0. You start with Nothing.You must purchase all abilities and weapons. Depending on the skill level is how long this will last.
Certainly "nothing" doesn't actually mean nothing. We can't exactly battle with nothing.
