Out of curiosity, I'd wager the Moderators have their eyes on a few possibilities (as I think someone already stated). If this is in fact true, is it standard practice to send invitations for people to apply in addition to volunteering? I'd bet people hearing they were eligible or suggested to apply would have a few more standing up with a bit more confidence in themselves.

It wasn't asked when I signed up, at least not to my recollection, so I don't believe there is.
The only reason that there's an age limit for the moderators is because occasionally they have to deal with things like posted pornographic material and other things which are supposed to have an age law against them. It's for legal reasons rather than maturity reasons. We Comrades don't have to deal with that sort of stuff, hence there being no age limit.

Typically people suited to be moderator aren't dishonest about their age. Seems like a non-issue.
