I'm looking for a game

It is like DND, in that I have full control (in game) to do DM things, but it was a multiplayer PC game, meaning that I could start a game, have random people join, create characters, and run them through my campaign. I could talk as NPC's, and the only things I had to do before hand was find the maps... Sometimes. Does anyone know the game I'm talking about?

No? Shadowrun for Sega was the First GTA-like game, Shadowrun for SNES was more of an adventure game, and the newest Shadowrun was a FPS. With no campaign.
