Name: The Republic of Camorphia
Demonym: Camorphians
Government: Triumvirate
Government History/ Description:
The general definition of a triumvirate is a political regime ruled jointly by three persons, each a triumvir (pl. triumviri); the specific powers and history of triumvirates vary from locale to locale.
In the case of The Republic of Camorphia the Triumvirate was initially appointed after the Great War by The Chamber for a term limit of five years in order to forgo another collapse of governmental authority and to avoid a looming civil war. The Chamber invited the leaders of the three most powerful post-war factions in the realm to serve as Triumviri; Chryslios Aditia (representing/replacing Waruos Lufi who suffered a crippling stroke), Tanios Periaos, and Gariaos Cinna. In an unprecedented folly The Chamber remained vague on the precise powers of the Triumvirate as no clear consensus could be obtained; for example the three were granted the power to make law, but the process of vetoing or challenging those laws was nonexistent. The Triumviri used the vagueness of their positions to slowly shift political power to themselves and eventually even overrode their prescribed term limits by passing a law declaring that only a Triumvir could decide when his or her term ended.
The Chamber:
For the majority of Camorphia’s history the unicameral legislature known as The Chamber was a tool of the elites; as they were the only ones who could possibly pass the property requirements to have a chance to serve in the institution. While the Chamber once wielded political power, under the recently established Triumvirate it quickly became politically irrelevant…sidelined by their own creation; membership in the institution is now seen as merely a social obligation to high-class males (property requirements were never abolished) rather than a station of authority.
Average Term Limit for a Representative to The Chamber barring reelection or early retirement is ten years; nowadays most Representatives never serve the full ten years opting to serve at least three years before going on the pursue other interests. A popular saying about the subject states, “the Chamber is never half-full or half-empty, as both options require a half present.”
Voting is open to all citizens of Camorphia above the age of twenty-one; however, voting isn’t given the respect that other countries offer it and is not seen as a vital civic duty. Election Day is less about candidates or issues, instead being more about festivities and family get-togethers. This view stems from an early law passed by the Chamber, proclaiming that no work should be done in order to properly celebrate the ideals of the Republic and setting aside Election Day (November Twenty-Second) as a national holiday.
Political parties have become largely irrelevant after the accession of the Triumvirate and few citizens or Representatives identify with any of the pre-war parties. Political division now comes down to which Triumvir one holds greater than the others.
Triumvirate
Chryslios Aditia: is the only woman that wields any form of power in the Republic of Camorphia; even though government prior to her appoint to the Triumvirate was reserved for males. Chryslios is the embodiment of deceit, lies drip from her lips like honey attracting fools to her cause; she was able seduce a respected member of the Chamber, Waruos Lufi prior to the Great War and entrenched herself into his daily routine. Soon Lufi would not even leave his house or dress himself without first consulting Chryslios; after the war concluded Lufi’s loyal service to the Republic guaranteed him a promotion from Representative to Triumvir.
With the urging of Chryslios he quickly took the third spot on the newly conceived Triumvirate; she then convinced him that legislation should be passed allowing her to take up his position if he was severely injured or died. It was quite the coincidence that shortly after passing the law that guaranteed that his lover should take up his mantle if he faced illness or death; Waruos Lufi suffered a debilitating stroke that left him essentially brain dead allowing Chryslios to take his position on the Triumvirate.
She commands the attention of the public through lavish balls centered on raising awareness of issues that plague the common yoke of society; alluring both the aristocracy and commoners. Chryslios is a master of playing her fellow Triumviri against each; she is also not particularly loyal to any given ideal, but is easily able to persuade others that she believes whole-heartily in their ideological struggle. It rumored that wishes to become Empress, but she vehemently denies it.
Tanios Periaos: is affectionately known as the “Pure Triumvir” because as a eunuch he underwent castration to fulfill his holy vows. Before his appointment he was the high-eunuch of a prominent religious sect known as the “Whispers” that arose during the Great War. The “Whispers” preached that while secular and heretical authorities commanded with shouts , the true voice of the Divine came as a simple whisper; a whisper that was so faint that one would have to tune out all vice and hatred to hear it clearly. Tanios claims that the Divine whispered to him that paradise could only exist if all nations were united under one banner; a banner that established not only one state, but one religion. While, popular at home with those that follow his brand of religion; he is universally hated by those that he labels heretics for obvious reasons and citizens of Camorphia’s neighbors as he suggest annexing their countries.
Gariaos Cinna: was a student of capitalistic theory, a decorated war-hero and a bright young General who demonstrated tactfulness on and off the battlefield. He used his estate’s fiscal capital to secure the loyalty of his soldiers by supplementing their often non-existent government wages with those of his own; after the Great War he converted his country’s former troops into his own personal army and was posed to overthrow the Chamber before being offered a position on the Triumvirate. He is a fiscal wizard and personally attends to matters of economic policy; his policies were vital in revitalizing the country’s economy after the fighting was finished. It is said his hatred of the public sector knows no bounds and he suggest privatization of almost every federal service.
His devotion to capitalistic theory while one his great strengths is also Cinna’s primary weakness; unlike Chryslios or Tanios Periaos he generally dislikes the pomp and ceremony surrounding his role as a Triumvir. He does not see himself as a Monarch of Old or a Religious Crusader, but rather as a modern capitalist shaping the world with his economic prowess; his two favorite things in life are business and money. He is seen not strolling with the aristocrats or the commoners, but he walks the streets of the capital city with members of the “business” class chatting about derivatives or other fiscal related ideas. His attempted camaraderie with his fellow businessmen and bankers has not caused them not see him as an equal, but as a mere puppet for them to abuse. The very poor and leftist radicals are not fond of Cinna and see him as a symbol of their oppression labeling him the “Bourgeois Pig.” His wealth still retains the service of the army, but unbeknownst to Cinna this does not command their loyalty.
Description:
The Republic of Camorphia is one of the older civilizations, able to trace its history back to at least one thousand years before the start of the Great War. However, being one of the older civilizations does not make it the most technologically or militarily savvy nations; in fact the collapse of the central government/poor performance during the Great War and the subsequent rise of the Triumvirate showed the world that perhaps Camorphia is well past its prime…maybe complacency was in fact the silent killer.
Domestic Political Conflicts:
Divided Central Government: The Triumvirate is a ticking time bomb; ironically the institution formulated to forestall civil war in fact probably only made it that much more inevitable. The formation of three person rule was a great leap backwards not forwards; as the Triumviri rarely come to a consensus on anything and any laws passed in the years after the Great War are merely weak compromises that are clamoring to be broken.
Economically/Technologically Weak: While Gariaos Cinna has expended Capitalism and industrialization in Camorphia; even he could not change the State’s failure to properly industrialize before the Great War and its former dependence on farmers as the only source of taxable revenue. Camorphia is still leaps and bounds behind the majority of civilized societies when it comes to technology, for example prewar weapons are still distributed in rural communities across the nation.
History of the Great War:
When the Republic of Camorphia first entered the Great War; many abroad expected the War to be done quickly as Camorphia's long existence seemed to be a testament to its military prowess. However, to everyone’s surprise despite initially victories under the young Genera Gariaos Cinna, Camorphia was in all reality just a paper tiger and was completely overrun by its enemies in a matter of months; outdated tech and lack of revenue were to blame. The only thing to fall faster than Camorphia’s cities was its Central Government as it collapsed days after the first city was occupied, only to be restored after the fighting was finally over.
