Hmm. Novel. Very novel, could be interesting as hell. Hmm, I'll tentatively declare some interest. I'd have to see more of your planned "engine". (Fields for budget distribution, expected "budgets", genre, tech levels etc.)
A question. I'm thinking of running a Quest, where the players decide on the actions a fledgling nation or colony takes in a new world.
Basically, the players decide where to allocate their assets in a sort of budget report. After a budget is decided upon, I roll a dice for each section of the budget, which decides the result. I've been working on a background system for it, and it's mostly done, but I'm wondering if people here would be willing to participate in it.
EDIT: Deleted the other thread I made before this was moved.

I have it on a Google doc, but I'll post it here for convenience. Note that a lot of the the system is tentative to change, particularly the turn length.
Here's what I have so far. I'm still stuck between deciding on an equipment based bonus, or a bonus based equipment.
Spoiler
Count me very interested.
Depending on the performance of the expedition, the outpost will either succeed and become a full fledged colony, or be sent back, resulting in a game over.
Nice and central, assuming that the European powers are less conflicted access to resources should be adequate.
Did I say German Empire? Sorry, I must be getting sleepy. You get to choose which nation you belong to.
Oh right, before I forget, here are the six available nations:
- USA
- Germany
- UK
- Russia
- France
- Japan
