I figured all the requests would be distributed to interested artists at once, so that you and Genkai know who's participating and all that, in which case it would make most sense that they all have to be in by a specific date.

Feel free to correct me if I'm wrong about the procedure, though. ^^"

Well the official dates and form will be up next newsletter and Squee who came up with the concept will be organizing things. There was a miscommunication and her name was left out. Guru will fix it when he gets my PM about it.
