A Cintiq is basically a pressure sensitive screen you can draw directly on, like you naturally would use pen/paper. A Bamboo (or Graphire or Intuos, etc.) is a tablet that you hold and have to up look at the computer screen while you draw and not down at your hand (as you typically would). There tends to be a bit of a learning curve using these sort of tablets because your natural inclination is to watch your hand while you draw, but it's not terribly difficult to adjust. The Cintiq allows you to just draw as you typically could, without the adjustment.
I wouldn't say that one is necessarily better than the other; I know some people who prefer their Intuos to something like a Cintiq and vice versa.. It depends on the artist which is a better fit.
