It's based on something in an anime called Panty and Stocking, that song she used being the opening theme music for it. I think what she was doing was an imitation of the opening animation thing? I've never watched it so I'm not sure, but I think that would make sense based on the song.

Anime is just like any other form of visual entertainment media: there's some great stuff, some good stuff, some shitty stuff, and some downright awful stuff. It's a whole spectrum. One piece of it is not indicative of the whole.

Saying anime sucks just because of one show and/or one derpy fan would be like saying all American cartoons are horrible because bronies, or all movies/books are bad because of Twilight and the obsessive fans it has, or all webcomics are bad because of the fucktarded part of the Homestuck fandom, or all live action TV shows are bad because of.. Glee or something, idk what TV show people are all hating on nowadays.

If you want to watch some good anime without dealing with the weird shit, go watch the mainstream popular ones. Fullmetal Alchemist, Death Note, Cowboy Bebop, so on and so forth. There's plenty of good anime out there if you care to look.
