Erm, I'd say we start as infiltrating a innsurrectionist settlement that has been getting technology and information that's exclusive to the UNSC forces, and we've got to find the mole and bring it down.

I'm thinking that while we're training, ONI could be laying some groundwork for us. Sending out transmissions to suspected rebel areas. Setting us up as a group of innies, a whole colony of rebels. That way, by the time we're done training, our characters in mission will be built. After that first mission, then we can have our established innie personas to go off of.
