This happens a lot. In fact, there was a small influx of nation roleplays just recently, or at least in my scope there were. Though, while there are many realistic nation roleplays -from the Spartans in ancient Greece to the Cold War, from a setting right out of Romance of the Three Kingdoms to the modern world today-, there are many fictional nation roleplays as well, mainly fantasy nations vying for supreme control over a continent and interstellar government organizations racing for galactic conquest.
In fact, it is quite prominent enough to warrant a "Guide," explaining in detail how nation roleplay works for both the game's creator and his/her players, or at least the accepted and common idea in this forum. Most Nation RPs take place in the Advanced section due to the need for players that are capable and willing to write larger posts explaining all of their nation's activities in addition to being patient and tolerant of advanced rule-sets common among nation roleplays.
Also permit me to note, but not all people are intolerant of stats. In fact, there are quite a few nation roleplays that utilize a stat-based system to help the game's creator keep things under their control and fair to play with.
While, unfortunately, I may not be able to participate in your nation roleplay as I am already partaking in one, do allow me to post this here for some clarification about nation roleplays in this forum.
I do hope you find some dedicated individuals to participate in your idea.
