Let's see what Dust Vortex says shall we?
Dust VortexYou can create a whirlwind of dust around your body for 10 feet that last one round. Alright I will allow the whirlwind but you should really rename your abilities because a Dust Vortex is just that, a vortex of dust nothing more. You are not a wind elementalist. This effect will be gone when you post again, it will not affect your opponent in a negative manner since it is more like a snow flurry rather than a vortex of dust. Final Ruling.
The Phantom can create a whirlwind of dust around its body that extends in a 10-foot radius and lasts for one round.
Those caught within the vortex are damaged as the dust particles eat away at their very flesh and attempt to subsume it into its own physical form.
The writer who cares more about words than about characters, action, setting, and atmosphere is unlikely to create a vivid and continuous dream; he gets in his own way too much; in his poetic drunkenness, he can't tell the cart- and its cargo- from the horse.

Why? You labeled and created the power with exact words that can only mean one thing. A vortex of dust. It is not my responsibility to "get" your character. If you had meant it to be something other than a vortex of dust you should have worded it differently.
Also go post in Rilla's city of the dead so we can watch the leopard die.

What side of the pool did Evvie pull herself out of? The exact opposite side to the Clockwork Man or somewhere along the edge?
We should also probably agree on dimensions, I'm inclined to say about ten to twenty feet in diameter roughly.

She went off in a random direction, but let's just say along the side to your character's left. Let's go with 20 feet.
So, the pool's twenty feet in diameter, I'd say your character's about ten feet around the pool from my own character.
Let's see about posting mmmmm.

Alright.
And it looks like Khan pretty much wins by default.
