The lack of physical strength and capability is somewhat of a flaw, but not strong considering other abilities.
We'd suggest two minor changes:
remove photographic memory - That trait essentially makes all the other skills far stronger. Having flawed recollection of what an animal looks like could make some interesting results. Shapeshifting can be quite risky, as messing up a trait or two could prove harmful to the mage. Also, if the mage cannot easily remember all animals studied, then the magic is self-limiting.
similarly, having faulty memory (as in normal) will make learning the written elven language harder.
Perhaps shapeshifting into an animal makes her think along the same patterns (eagle might get urges to eat small vermin like mice, wolf has pack mentality and playfulness, etc)
remove skill with blade - a proper squishy wizard will typically fumble if thrown into a combat situation. he or she might get lucky blows in, but true skill is beyond them.
beyond that, making mistakes when mixing alchemy is a good idea... (alchemists tend to always do that when they experiment)
oh, and one minor detail. She's human with a touch of elf. Is that touch wood elf or high elf? (they have different appearances.)
On our character: If we find during play that it overcomes flaws too easily, we are likely to find ways of increasing the flaws. (we don't like having too powerful characters, especially not for ourselves) Her illiteracy when it comes to text (but not maps) are also a fair hindrance for learning more magic.

Background:
Lucas was born in the middle kingdoms, as the son of a pious and righteous farmer. As one could safely assume, the natural exuberance of the youth got on his father's nerves almost immediately, and the child was mostly neglected and left alone by his father. As a result, Lucas got into more and more trouble around the area, learning the basics of thievery and such from a combination of sheer necessity and delinquent fun, until he was finally run out of town at the age of 15.
Leaving his home town behind, he made his way to the east towards richer and better pursuits, and became involved in various criminal activities as a result, stealing and thieving to make his living. He went rather far in the local thieves guild, but left after he was assigned a job to kill someone. A thief might be an unscrupulous bastard, but at least he tries his hardest not to straight up kill anyone. He hid for a while before coming out with a new identity, and a new friend. Buying a St. Bernard, he taught it (mostly with the help of some books) to accompany him at all times, and started off a new life as "Lucky", an orphaned child.
Of course, that's not to say he's still not perfectly up for stealing things blind.
Personality:
Lucas has an exuberant, energetic, and infectious sense of positivity towards just about anything that comes towards him in life. He holds nothing back, rarely holds grudges, and overall approaches every situation with a vivacious enthusiasm that others can't ignore. When doing his jobs, he usually whistles a fun little tune (unless stealth is a necessary factor), regardless of how annoying other people may actually find it.
Despite the fact that he is very much a thief, he doesn't actually do it for any idea of greed. He mostly does it for the sheer challenge and enjoyment that it brings, and the feeling he gets when he succeeds at his task is reward enough. The gold is certainly nice, though. Money in and of itself usually slips through his fingers like water through a sieve, as he spends it on whatever the hell suits his fancy at the time, ranging from exotic birds to inventive pieces of artwork.
Equipment and armor:
* One St. Bernard, named Dukonklid. This dog has a saddle on it for Lucky to ride on. Lucky loves him with all his heart.
* A set of daggers. These daggers are made of steel, and are more used to being used as tools than as actual combat implements. Despite this, however, if you jam it into a crack in armor, it's gonna dole out some harshness.
* Suit of dark-colored leathers. This is a suit of leather armor that is colored in browns and greys to better blend in with a variety of backgrounds. Obviously, it's not straight black, because straight black doesn't blend in with a damn thing. Lucky maintains these fastidiously, and they contain a wide variety of pouches that contain his tools.
* Collapsible 11-Foot Pole. This is for when you don't want to touch something with a 10 foot pole. Designed by a dwarf. Stolen by a halfling.
* 35ft of Silken Rope. Actually woven by Lucky himself.
* Grappling Hook.
* General Thief's Kit
* Dog Whistle.
* Shovel.
* Light Crossbow.
* A lot of bolts.
