That is putting it mildly at least in the Empire, some of the xenos have psykers and revere them but among humans psykers are considered at best to be second class citizens an they are treated rather poorly.

He is going to love Quirin in other words, especially since Quirin is not only a psyker, he is unsanctioned, he ran away from the Black Ships where he was supposed to be sacrificed to the Emperor. Generally rouge psykers are either shot on sight, turned over to the Inquisition to be tortured and then shot, burned, spaced or in other way killed or they are sent to a Black Ship for much of the same but perhaps a bit more torture. Psykers have a connection to the warp itself in their heads, that is where their powers comes from, there is a reason why they are feared. All psykers stand a good chance to be corrupted or possessed, and every time they use their powers there is a chance of something going wrong or some manifestation of the warp piggy backing on their powers. It is not like in Babylon 5 whee Telepaths are feared because they are different, there is a good reason to fear psykers. Now sanctioned psykers are tolerated to some extent, for the most part they are ill treated, like for example among the Space Marines where they can be killed for almost anything and live under much harsher rules than other Space Marines and in fact others in their company are advised not to make friends with them to make them easier to kill if necessary. Among the normal population sanctioned psykers are often indentured servants to nobles and government officials who use them as a shield against rouge psykers and demons but they are then in effect slaves. All over society psykers are hated, feared and kept down. In the Inquisition psykers can raise to high ranks, they can even become Inquisitors themselves, but that is the only branch of society where they can get a high standing normally.

Everyone who manifest psyker abilities have to be sent to the Black Ships or trained by and Inquisitor. On the Black Ships the recruits are experimented upon and mercilessly tortured. The Empire do not do this just to be cruel, they do it because this testing reveals those who have weak minds and who are most in danger of corruption or possession. Many psykers die from the torture they are put through, and those who are considered unsuited are sent to be sacrificed to the Emperor. The few who survive their training are considered to be reasonably safe, they are branded like cattle to show that they are sanctioned and sent out to various parts of the Empire to use their powers for the good of mankind.

Quirin however is not sanctioned, he was deemed to much in danger of corruption and was to be sacrificed but he ran away. Gilbert will probably not know why Quirin ran, but he will know that the man is not sanctioned so the Empire have not considered this psyker to be safe...well as safe as someone with a connection to the warp in their heads can be.

Nah, he'll respect them since they did prove to be powerful. Though, he's still going to be very very twitchy and probably triggerhappy when nearby, evenmore so when near unsanctioned psykers.

Quirin will just love to have someone who is trigger happy around him, as if the guy is not nervous enough already, the Black Ships will do that to you, they are not exactly Hogwarts. :P But yeah as long as Gilbert do not threaten him directly Quirin are a rather accepting fellow, he is just nervous and twitchy.

Nah, Gilbert won't do that, he knew psyker's has their own usage. It's just that he's going to have an arm near something that would kill said psyker all the time just in case the latter decide to go demon. Which is to say, he's just as likely to shoot you for no reason.
