Name: Theodore Smith (Nigma)
Alias: The Riddler II
Personality: Due to a rather abusive childhood, Theodore prefers to be alone. He is cold and moody towards others. He is quite spiteful towards those who have angered him in the past, although he is on good terms with those he works with at GCPD. While at work he is still quiet and reserved, although he has been known to entertain his colleagues with riddles and puzzles. He is pretty serious, often one to not laugh at jokes. He is one who always seeks approval due to the lack of a father figure in his past and really wants to impress people, especially where his riddles are concerned. Throughout this though, Ted is very trustful and one to never break promises.
Due to the death of Eddie Nigma and the discovery that he was in fact Ted's father and also the Riddle, Theodore is currently going through a roller coaster of emotions, from anger to extreme sadness.
- While not a complete genius, Ted is highly intelligent, performing as top of the class throughout school.
- Eidetic memory, a psychological/medical term, popularly defined as the ability to recall images, sounds, or objects in memory with extreme precision.
- Highly skilled at creating or thinking of riddles or puzzles of any difficulty and variety, a skill he began to learn at an early age, after being shown some by his Uncle (who later turned out to be his father).
- Kick-boxing: During his teens, Ted took part in kick-boxing lessons. While not an expert, he is fairly good, and is able to taking down the average unarmed thug.
- Multilingual. Ted can also speak French, German and a little Spanish.
- Detective Skills. While not as great as the Dark knight, Ted is quite the detective. This skill was gained through his job as an investigator of the Homicide division in the GCPD.
- Used to hold the world record for the fasted time to solve a Rubik's cube.
- "Puzzle Staff": A large golden coloured, metal staff with the tip ornamented in the shape of a question mark. The staff has a range of uses, such as to detonate explosives, activate a distress beacon or even fire a blast of compressed plasma energy. As an added feature, the staff is coded to Ted's palmprint, enabling it to only be used by him.
- A large range of explosives. These can be detonated via the "Puzzle Staff".
- Cryptographic Sequencer. Quickly gains the user access to security consoles and computers with a 85% of not being detected. The sequencer also allows you to listen to secure radio broadcasts which can then be stored, tracked and played back.
- Holographic computer gloves: His gloves contain a built-in computer system with a holographic interface. Capable of scanning and wireless connectivity.
Biography: Born to a large family in the suburbs of Gotham, his "father" was shocked to discover that little baby Theodore was not his, and in fact was a random one-night stand of his wife. Because of this, Ted's stepfather treated him like dirt. He made Ted watch him give his true children gifts and love, while he only received hatred and abuse. To make matters worse, his siblings began to mock him, taking after their abusive father. They also brought this bullying to the school playground, where Theodore was called names by the other children. As a result, the boy spent most of his time alone, in the school library studying. He did very well in his lesson, become top of the class. This however just led to more bullying from his classmates.
At the age of 11, his "Uncle" Eddie showed up during the Christmas holidays. He was kind to Ted. He took him out on day trips. To the arcade, to the zoo and even fishing. It was on these outings that "Uncle Eddie" showed his "nephew" his greatest love. Puzzles and riddles. Ted became hooked to these at once, purchasing jigsaws, Rubik's cubes and other difficult puzzles and game. He grew to love riddles too like his "Uncle", using them to win contests of wit and skill and also to bargain with his schoolmates. At the ages of 15 he entered a contest in which he had to answer and almost impossible riddle to win $10. He won of course but his stepfather simply accused him of cheating and beat him for it. His puzzles and riddles were then banned from the house by him. To make up for his hobby, Ted took an interest in kick-boxing. After about a year, he stopped after he began to read murder mystery novels. This inspired him to become a detective.
Joining the GCPD at the age of 21 after leaving University with all A's, Ted became an investigator in the homicide division. He worked here for years, rising up in the ranks of the police. When he was 26, Ted was shocked to hear that his "Uncle Eddie" had been murdered. Travelling to the man's home to mourn, he discovered that Eddie was in fact his father. As well as that, Ted also discovered a dark secret about Eddie. Ted's father had been the infamous Riddler. Enemy of the legendary Batman. While rummaging through his fathers files, he discovered that his father had discovered the identity of the Batman. Bruce Wayne. Deciding to visit Mr Wayne, he hoped the man could help him discover the murderers of his father.

Name: Jonathan "Speedy" Lance
Alias: Fear (Sometimes referred to as the Hood or even Arrow)
Personality: Self reliant and arguably more villain than hero. Jonathan Lance strongly believes in the ends justifies the means. He's not above taking a lives of a few to save the many. Jonathan believes in the power of fear and that making a man afraid to break their spirit is the greatest power a man can hold over another. For this reason, Jonathan preys on those he wishes to dominate. Jonathan takes personal pleasure in breaking down those in the position of power, he loves to bring down corrupt crime lords and bring them to their knees, sobbing for their mothers. For this reason, Jonathan doesn't take well to authority and very rarely is willing to work alongside others.

-Advanced Compound Bow: Fear's bow is his main weapon of choice and is highly versatile in combat. In its standard form it acts as a bow for his many trick arrows, allowing him to fire them with incredible accuracy and speed. The bow is also able to fire over far distances, easily matching if not out doing any military grade sniper rifle. The bow's compound system greatly augments the human strength allow even a simple pluck of the string to easily fire over a hundred feet. This is made even easier by the long range scope and laser sight attached to the bow. When not notched with an arrow, the bow is able to release a short concussion wave to knock back enemies. In close quarter combat, the bow is able to be used as a both a bō-staff and a three section staff (sansetsukon). The string of the bow is a series of very intricately bound cables and the bow is able to either straighten to form the bō or for the string to be re-positioned to become the sansetsukon.
-Revolving Cross Bow: For a closer range with rapid fire, Fear carries a cross bow with a revolving bolt chamber. The crossbow is capable of being armed with eight consecutive shots which can be fired off quickly at any given moment. The crossbow easily collapses into a gun holster on his left hip. In addition, the crossbow is capable of firing a longer distance, and is armed with a scope and laser sight for these instances.
-Wrist Mounted Cross Bow: On Fear's right wrist there is a small cross bow. This bow is used primarily for small dart like bolts often armed with poisons or sleeping agents.
-'Trick' Arrows: Being the current incarnation of the "Green Arrow", Fear uses a variety of 'trick' arrows with his bows. Though none are ever as gimmicky as the original Green Arrow, Fear uses a very wide variety of arrows. Another note about Fear's arrows, they are all held collapsed in a cylinder like form on various belts that Fear wears. This frees Fear of the burden of a quiver as well as allowing the arrows not only to be expanded and fired but also used in a grenade like manner.
Notable examples of Fear's arrows include:
Smoke Arrow/Gas Arrow: Arrows that release a cloud of smoke or gas which conceal or incapacitate Fear's enemies. These arrows can be laced with a wide variety of gases and coloured smokes. Most varieties carry a less hazardous version of the Scarecrow's fear gas which causes Fear's enemies to hallucinate and see him as even more terrifying than his costume already makes him. They can also carry tear gas, laughing gas, or sleeping gas.
Flash Bang Arrow: An arrow which explodes with a blinding flash of light and an incapacitating sonic blast.
Electric Arrow: An arrow which carries a powerful jolt of electricity. The voltage can be adjusted from a level that would simple shock to turn someone to ash.
Incendiary Arrow: An arrow which upon impacts release a highly flammable liquid which quickly ignites and spreads.
Poisoned Arrow: Arrows laced with various poisons. Fear uses these arrows as a stealthier alternative to the smoke and gas arrows. However the poisons these arrows can be laced with can differ from the Gas Arrows.
Impact Arrow: An arrow which releases a powerful concussive blow to the target. The level of impact can be modified from staggering to cleanly knocking a man off his feet.
Harpoon Arrow: Used for anchoring ziplines or cables. Though Fear has impaled opponents with these arrows before.
Line Arrow: An arrow containing a cable for crossing wide gaps or scaling buildings. Often used in conjunction with the Harpoon Arrow.
Net Arrow: An arrow which releases a weighted net. The net can be modified in terms of weight or to release a gas or electric charge.
Laser Arrow: An armor piercing arrow which uses a laser to burn through the protective shell of the target in order to deliver a vital blow.
Hacker Arrow: An arrow which can hack through electric locks one shot at them. The arrow can be upgraded for more advanced security systems.
Standard Arrow: Standard arrow, sharpened with a laser for an ultra fine point. Fear carries three varieties, one for each of his weapon.
-Advanced Body Suit Armor: Fear wears an advanced body armor which augments his strength, speed and durability by a factor of seven. His suit has been modified to resemble a tattered scarecrow like appearance with a black sketch of a skeleton over top of his body. He wears cowboy like boots that have plated armor on them, as well as armored braces which each have two scalloped blades. Over his face, he wears what looks like a burlap sack with a black skill drawn over it. The one eye socket has a glowing red lens while the other eye appears to have nothing. Around his neck hangs what appears to be a severed hangman's noose. Overtop of his mask he wears a large tattered hood which further obscures his face. In addition to this he wears a rugged duster and a wide brimmed hat embodying the look of the Scarecrow.

Name: Omar Brice
Nickname(s): Twitch, Snitch (both long out of use)
Alias: Vigilante II
Personality: Omar is a serious individual. Stony faced, he’s often twitching about a little, looking one way or the next when he feels like something’s up, earning his old gang nickname. He’s quick and to the point, sometimes seeming impatient, though he isn’t really. He fights with recklessness that seems like he has little regard for his own safety, resulting in the injuries he’s often sporting. He thinks he’s smarter than he really is, and sometimes assumes too much. He feels that given his position as an arms seller and the Vigilante, he should often target illegal weapons trafficking, and does so frequently. He’s proud and confident in his skills as Vigilante II: he wouldn’t be in work for as long as he was if he weren’t worthy of the veil.
Appearance: A little more than five and a half feet tall, Omar is fairly broad and imposing. His skin his dark, as he is of African American heritage. He is very built from usual exercise, as he keeps himself in shape. He has brown eyes and short black hair, a wrinkle here or there, but overall looking like a 40 year old might in the 2000’s. He keeps himself clean shaven, as the scar across his cheek keeps the hair from growing evenly. The rest of his body has several other scars too: bullet wounds and stab wounds in particular. His right leg is sleek and cybernetic, a panel on the cybernetic side of the hip under a sliding tab to trigger its abilities and compartments.
His civilian garb is purposely too make him look rough, as he sets up shop in a rough part of town, as if attracting the type of people he desires to take down. He wears a baggy black coat, a blue shirt visible underneath, and fitting jeans, a red bandanna over the top of his head. He has other clothes of course, but he wears most of his outfit all the time: a swap of shoes, the donning of a white ten gallon hat and a pair of gloves, and flipping the red bandanna from his head too his over mouth, taking his jacket to reveal the long sleeved blue shirt underneath before putting on a longer brown coat, he becomes the successor to the title of Vigilante.
Skills: Through much training, Omar is at his athletic peak. He is fairly durable and trained in basic hand to hand combat. He excels in marksmanship and is amazingly dexterous with his hands. He can shoot with speed and accuracy matched by few. He’s ambidextrous, and uses that it to dual wield pistols.
Equipment: Omar’s main tools are his two main guns, modern pistols, custom made. Resembling revolvers, they load with magazines in the bottom like a usual pistol; however, the bullets are made with modern day technology, rapidly expanding as they heat with the velocity of being fired. While laser firearms are useful in their own ways, they aren’t quite the same. For backup, Omar does keep a laser pistol and an archaic six shooter; the weapon of choice for the original Vigilante, maintained regularly. His sidearm is a lasso made of a fiber stronger than normal rope, and gray in color, which he is proficient with.
Aside from his weaponry, one of his legs is missing completely, a cybernetic one taking part of his hip and his entire right leg. The rest of his lower body has been artificially reinforced, and his left boot has been reinforced to resist shock and magnetize when charge with electricity. His leg has several capabilities. Aside from being more flexible than the typical human leg, he can also magnetize the bottom of his foot to stick too most metal surfaces. It has more power in it, and can deliver both very powerful kicks and strikes while also allow Vigilante to jump to great heights; 20 meters from standing. His ammunition is stored in compartments, along with his magnetized gloves, which he can use in conjunction with his leg and boot to climb on metal surfaces. He generally keeps a few other simple gadgets on his person: a GPS and communicator, for example.
For transportation, he has a normal motorcycle with no bells and whistles, though it is registered falsely.
Omar was born in 2002 in New York City. His family was poor and life was rough, but Omar did what he could to get by. He skipped school regularly and got into drug dealing gangs, where he managed. He took up the position of muscle, learning firearms, and feeling like he found his calling. He was a damn good shot. Omar got a few scars here and there from those who got the jump on him, but if Omar shot first, he never needed more bullets than he used. By 2017, Omar, or ‘Twitch’, as he was called on the street, was infamous for his speedy fingers, good senses, and intimidating presence.
His life changed one day when he and some of his allies went to push a rival gang off their corner, expanding the territory a bit. The firefight was quick; they didn’t even defend themselves once they saw Omar, just took off running, but once that was done with, Omar’s group came under fire from someone else. They took cover and tried to shoot back, but one by one, Omar’s crew fell. One lost his gun, knocked out of his hand before he fell backwards from shock and knocked himself out. The other was concussed by a sign which fell on him, having been old and shot out from the bottom. Omar himself never saw the assailant during the fight, shooting where he believed the attacker to be until he finally ran out of ammo, even after taking the weapons of the fallen around. As the police arrived, he ran out of ammo and fled down the alleyways, terrified and helpless for the first time in his career. He couldn’t escape a mobilized police force alone after all, especially with his backup incapacitated, and was arrested.
He was interrogated at the police station, and had nothing to say but that he fired a weapon, figuring that would tie them over, but detectives worked to pin murders on him, some he did and some he hadn’t. Unsuccessful, he took a few days in jail for firearm discharge within city limits, while his allies were charged likewise and sent to a prison hospital. However, when he got out, neither them nor any of his other gang members were waiting for him, but rather a man with black eyes and short black hair in a car. Omar was about to blow him off, but being a little pissed at the lack of presence from any of his gang members, he decided to go along with it, deciding to be careful in saying anything incriminating, in case it was a police officer.
The man introduced himself as Gregory, and drove Omar to a shooting range. As Omar questioned it with confusion, Greg stepped out of his car with a crutch, revealing himself as injured somehow, before admitting it was him who engaged Omar in the firefight. Omar felt a mixture of emotions; shock, offence, and the feeling of being humbled. The infamous gang muscle ‘Twitch’ outmatched by an old white guy with a bad leg. Omar pushed that rage into his gunplay, showing Gregory just how well he could shoot, now feeling the need to prove himself. However, after some simple targets, Gregory nodded too the range owner and a new set of targets coming out, moving fast, in and out of cover. Omar was too taken off guard by the quickness to get even one shot in. Even on the next four tries, he only hit it twice, once on the corner and once on the head. Gregory picked up a pistol and tried it himself, and in five tries, gave the featureless face of the target two eyes, a nose, and a smile.
Omar was humbled once again, looking at the target’s mocking smile in disbelief. Turning back to Gregory, he just wanted to know ‘How?’ Greg explained that it took a lot of practice and discipline, and that he’d be happy to teach Omar should he meet a couple conditions. Omar knew he should have predicted this, but he inquired anyway. Greg explained that, for one, he never wanted Omar to turn his gun onto an innocent again. Omar laughed, wondering aloud if gang punks were innocent or not. Greg saw his point, but explained himself in more detail: Gregory Saunders was retired hero Vigilante, and he’d been looking for someone with the natural gunplay talent to fill his boots, so that Gregory’s knowledge didn’t go to waste. Omar was honestly torn: gangs had been his life, but Gregory was taunting him with this: being tough and skilled was his real objective, but he’d have to give up a lot. He couldn’t act as a Vigilante and criminal at the same time, and without his criminal career, which he expected to last until he was gunned down on some street corner, was all he had.
Omar asked if there were any other conditions, and Gregory cryptically responded, “I’d like to see how far you take your sense of right on your own first.” Omar didn’t get his meaning, so Gregory made it clear by adding, “There’s a lot you can do without firing a bullet.” Telling him to think on it, Greg sent Omar on his way.
Omar didn’t sleep that night, faced with a difficult choice. Even if he made that choice, he had to figure out his ‘sense of right’ and how far he could take it, whatever that meant. He realized that Vigilante was likely thinking that Omar could bring down the hammer on the gangs somehow, but Omar didn’t know how to do that without firing a bullet. He realized the sad truth as dawn broke: he was so single minded. Violence was his life. There was more too it, wasn’t there? And if he became the Vigilante, he’d need a secret identity, right? A job too, or some source of income. He didn’t want to change, but he never thought he could amount to anything other than a gunman. This was a rare opportunity to change himself. He decided to go through with it, but he needed to figure out the rest.
He took a trip elsewhere to try and find something, anything that could help him. He went to areas of the city that he hadn’t visited often, before eventually leaving the city for the first time in his life. He took a bit of cash and spent a good month doing some backpacking around the region, going as far south as D.C. and Baltimore. Seeing other places with crime as bad as New York, he figured out his way to make a difference. He returned to his gang hideout to the surprise of the others, who presumed him dead, given the long absence with no explanation. Omar took note of a few things before bidding farewell.
Omar went to the police, offering to help them bring down the gang. He worked for a month with the gang, wearing a bug to catch conversations which implicated major gang members. When it was brought in, a staggering number of arrests were made on several gangs throughout the city, witnessed by Omar, once called ‘Twitch’ was now ‘Snitch’. It took some time to clean up the massive case, but when it was all over, he once again met Greg Saunders, who was quite pleased and impressed with Omar.
From there, Omar began his training. It was more than just gunplay. Discipline, resolve, and heroism were all subject to being tested, tried, and trained. Omar was taught to ride a horse, which was something Omar had never once thought he’d do, but it was an experience. Using the lasso as a tool was also something different. But as he mastered what Vigilante taught, he knew that with his skills he could make more of a difference. There were still gangs in New York after all: he only brought down but one.
During the training, he learned more about Gregory’s career as Vigilante. Not only was he part of the Justice League, but he fought in the Thanagarian invasion and the near apocalypse of ’09. However, shortly before he first encountered Omar, he was injured, his leg permanently paralyzed. The culprit was a gang leader called the Dummy, whom caught Vigilante in a tricky scheme that he was lucky to survive. Vigilante was effectively retired from vigilantism at this point.
By halfway through 2019, Omar had gotten himself a job as a firearm seller and repairman, with contacts in both the police and the gangs. But he often donned his mask as the second Vigilante going where the law couldn’t, and doing his duty when a situation happened close by, riding his motorcycle through the city when necessary. He continued his crime fighting throughout the years, occasionally tussling with super humans, or even allying with them. He was even invited to the Justice League, but turned them down, not wanting the rest of the League to look bad should his identity get out; if word was that gang shooter and hitman Omar ‘Snitch’ Brice was Vigilante, he had a feeling he wouldn’t exactly be publicly praised.
Throughout those years, Omar also took up the fight against Vigilante’s old rogues, even putting The Rattler and the Rainbow Man behind bars for good. However, the Dummy proved formidable, always evading capture. In the late 2020’s, while the world was rapidly changing with technology advancing, Omar went all out on the Dummy, somehow catching up to him only to find him switched with a big, fake dummy. In the late 30’s, the Dummy pulled a fast one on him. When Omar caught another fake Dummy, it grabbed back, bombs in its hands detonating after grabbing Omar’s leg. He was hospitalized, and opted to have it amputated from the knee down. He would later put more money into it, deciding to make his entire leg cybernetic instead, making it powerful and able to store ammo and small, simple gadgets. Over the years, he wandered the country, moving his business to cities in need.
Now, Vigilante II feels New Gotham needs a visit from a certain gunman. He’s also heard tell that the Dummy has ties to Gotham, and wouldn’t mind crippling more and more of the old deadwood’s operations.
